Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) is implementing a Technical Cooperation Programme entitled, โStrengthening capacity of policy makers to mobilize investment for resilient and low emission agrifood systems in Asia under Article 6 of the UNFCCC Paris Agreement,โ in which Cambodia, Philippines, Thailand and Viet Nam are participating. This project will enhance capacity to mobilize resources for resilient and low emission agrifood systems using the Paris Agreement Article 6 instruments, working closely with relevant stakeholders such as counterpart agencies, development partners engaged in relevant baseline initiatives, local governments, civil society organizations involved in Article 6 safeguards, private sector carbon project developers and offtake companies. ย
Reporting Lines
Under the overall supervision by the FAO Representative, technical supervision by the Natural Resources Officer in FAO-RAP, day-to-day management by Assistant FAO Representative (Programme) and in collaboration with the Programme Specialist on Food Systems, National Agrifood/rice systems and NDC related Expert and international consultant for the project. The incumbent will work to ensure the timely implementation of the project and timely providing all relevant deliverables of the project. ย
Technical Focus
The project aims to enhance capacity to mobilize resources for resilient and low emission agrifood systems using the Paris Agreement Article 6 instruments. The National Expert on Carbon Markets is expected to lead, monitor and coordinate the project activities at the national level.
Tasks and responsibilities
โข ย ย ย ย Support the coordination of national participation on national and regional level trainings, workshops and knowledge exchanges.
โข ย ย ย ย Provide technical support in the implementation of the project at the national level, including the organisation of a national workshop which tentatively taken place in November 2025 and relevant meetings as required
โข ย ย ย ย Carry out the analysis on prioritizing project types and programmes with high potential for development under Article 6 instruments based on conducted gaps and needs workshops and developed decarbonization pathways
โข ย ย ย ย Develop national readiness roadmaps for agrifood systems and Article 6 participation, with technical support from National Agrifood/rice systems and NDC related Expertย
โข ย ย ย ย Develop and provide technical support in preparation of Article 6 project concepts and feasibility assessments
โข ย ย ย ย Develop necessary workshop and training reports and other knowledge products
โข ย ย ย ย Perform other tasks necessary as assigned by the project team.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirementsย ย
ย
โข ย ย ย ย Advanced University degree (Masterโs or Ph.D.) in one of the following: economics, law, agriculture, policy, natural resources management, business administration, or equivalent
โข ย ย ย ย A minimum of 7 years of working experience with carbon markets
โข ย ย ย ย Solid knowledge of Article 6 of the Paris Agreement and voluntary carbon markets (VCM)
โข ย ย ย ย Professional working proficiency in English and Vietnamese (written and spoken)ย
โข ย ย ย ย National of Viet Nam.
