*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 79,462 BAM yearly.
Organizational Setting
The National Coordinator in Bosnia and Herzegovina is responsible for the coordination of operational and technical activities in Bosnia and Herzegovina as well as for liaison duties to support the Decent Work Technical Support Team based in Budapest (DWT/CO-Budapest).
Main Purpose
The position also facilitates inter-agency information sharing and representation in the UNCT and provides necessary programming and administrative support to the DC activities carried out in the country. ILO operational activities at national level focus on promoting the ILO Decent Work Agenda by enhancing rights at work, promoting full and productive employment and sustainable enterprises, universal social protection, and effective social dialogue. They also contribute to the achievement of the sustainable development agenda 2030.
Working Relationships
The incumbent will report directly to the DWT/CO-Budapest Director and under her supervision and guidance will undertake the duties mentioned below. For the effective discharge of his/her responsibilities, the National Coordinator in Bosnia and Herzegovina will liaise closely with the DWT/CO-Budapest, the Regional Office for Europe and Central Asia, and the UNRC Office in Bosnia and Herzegovina.
Key Duties and Responsibilities
1. Serve as primary point of operational and administrative contact for the ILO tripartite constituents in the country and fully participate in the UNCT, maintaining a collaborative working relationship with the UNRCO and other UN agencies in the country.
2. Responsible for all programme and administrative functions in Bosnia and Herzegovina. Specific tasks include collaborating with DC project staff and employersโ and workersโ organizations and other partners on matters related to programme/project initiation and implementation.
3. Participate in the formulation of national country strategies related to the Decent Work Agenda. Coordinate, plan and perform a wide variety of technical/programming and administrative-related functions in relation to the promotion of the Decent Work Agenda in Bosnia and Herzegovina. Prepare regular and ad hoc reports as requested.
4. Review and analyse country-specific development plans and priorities, socioeconomic data, reports and other relevant information; identify potential technical cooperation project areas and provide written analysis on the findings to the DWT/CO-Budapest.
5. Contribute creative ideas for programme/project development and serve as senior national programme officer to the DWT/CO-Budapest and draft portions of national concept papers, policies and country strategy papers.
6. Identify problems, propose solutions and action and follow-up with relevant departments at headquarters and the DWT in Budapest and RO/ECA, executing agencies, government offices, constituents and other organizations to expedite implementation of agreed activities and meet targets.
7. Participate in the preparation of seminars, workshops, training sessions and meetings. Speak on behalf of the ILO when attending these gatherings alone. Serve as a focal point for selected technical subjects and attend meetings, workshops and inter-agency meetings, and present reports and papers.
8. Serve as liaison officer of the Office and promote ILO activities. Draft, edit and/or translate into the national language(s) news releases, official correspondence, statements and speeches and other public information material.
9. Act as interpreter and participate in policy dialogue and technical consultations. Draft speeches and address meetings on behalf of the ILO.
10. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on the country programme and its developments.
11. Facilitate inter-agency information-sharing and interaction with the UNCT and liaise with the UN Resident Coordinatorโs Office and other UNCT members for One UN Reform-related issues. Participate in donor meetings at the country level.

Minimum Requirements
Education
Masterโs or first-level university degree with at least two years of equivalent experience in a relevant field in addition to the minimum experience.
Experience
At least three years of professional experience at the national level in the relevant occupational area.
Languages
Excellent command of English and excellent knowledge of an official language of the country.
Knowledge and Competencies (technical/behavioural)
Good knowledge of the ILO mandate, strategic priorities and activities as per the Programme and Budget document. Excellent analytical skills and ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of programmes and projects. Excellent drafting skills. Ability to communicate effectively both orally and in writing. Ability to work on own initiative as well as a member of a team. Ability to deal with people with tact and diplomacy. Ability to understand and work effectively with government, employersโ and workersโ organizations, other UN agencies and development partners. Ability to represent the Organization in diverse fora. Good knowledge of programming and budgeting as well as project formulation and implementation. Good knowledge of the role and operations of UN system activities for development of joint projects or activities. Knowledge of the ILOโs financial rules and regulations. Ability to justify requirements and approaches to problem resolution, and ability to negotiate. Good computer applications skills. Good organizational skills. Ability to supervise staff.
