Introduction

UNDP is supporting Nigeria in their implementation of the AfCFTA through policy advisory services, capacity building initiatives, and the development of practical tools and resources. As part of this support, UNDP is planning country-specific Capacity Building Trainings, National Business-to-Business and Business-to-Government Dialogues that will enhance the skills and collaboration of public and private sector stakeholders, paving the way for better partnerships and trade opportunities created by the AfCFTA and relevant Regional Economic Communities (RECs).

These capacity building trainings and investment engagements will enhance ability to navigate the business environment and engage in trade and investment opportunities effectively.

To this end, UNDP seeks to recruit an experienced consultant to organize national capacity building trainings, national business-to-business and business-to-government dialogues.

โ€ข The Expert will organize national strategic capacity building trainings, national business-to-business and business-to-government dialogues that will enhance the skills and collaboration of public and private sector stakeholders in Nigeria, paving the way for better partnerships and trade opportunities created by the AfCFTA and relevant Regional Economic Communities (RECs). The expert will also support the relevant national agencies and at the same time foster Japan - Africa trade and investment including engagement with Japanese stakeholders (Embassy, businesses operating in Nigeria, JICA, JETRO).

Specifically, the Expert will:

1. Develop and coordinate a comprehensive training plan, including setting the dates, locations, and agendas for the training sessions.

2. Design and deliver impactful trainings that enhance national stakeholdersโ€™ understanding of AfCFTA protocols, procedures, and opportunities.

3. Coordinate with qualified trainers and subject matter experts to deliver the training sessions.

4. Organize and deliver a series of strategic capacity-building training programs for key groups: MSME businesses, Japanese businesses, Japanese stakeholders, government agencies, trade associations, youth and women-led enterprises,and other relevant stakeholders. The aim is to equip the key groups with the necessary knowledge and skills for confidence to participate in intra-African trade and form linkages with Japanese businesses/ investors to be more competitive and sustainable.

5. Ensure that tools and materials are adaptable for future reuse and institutionalization.

6. Plan and execute B2B dialogue that will connect Nigeriaian businesses with Japanese businesses and investors to explore joint ventures, partnerships, technology transfer, and market expansion opportunities that identify local-private sector needs and policy gaps and strengthen private-public sectors for the implementation of AfCFTA.

7. To design, coordinate, and facilitate high-impact B2G dialogues that foster inclusive, evidence-informed engagement between private sector actors and relevant government institutions, with the goal of identifying trade and regulatory bottlenecks, co-creating actionable reforms, and strengthening Nigeriaโ€™s AfCFTA implementation framework. This is to enable engagement between government institutions and Nigeriaian businesses to address regulatory barriers, align investment priorities, and promote a favourable business environment.

8. Provide UNDP Nigeria and local institutions with actionable insights and frameworks to integrate AfCFTA into national development and private-sector support programs.

The Expert will work closely with relevant government agencies, business associations, and UNDP country teams to ensure the accuracy and relevance of the information presented in the guide.
