Background/Context:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with national and international commitments, UN Women works on the levels of policy and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

As a part of its Governance & Participation in Public Life (G&PPL) portfolio, UN Women Georgia Country Office is implementing the second phase of the \"Good Governance for Gender Equality in Georgia\" (GG4GEGII) project. The overarching goal of the project is to ensure that governance systems are gender-sensitive and enable gender equality in Georgia. ย The impact-level goal of the project is to ensure thatย women and girls in all their diversity fully and equally participate in decision-making and benefit from gender-responsive governance in Georgia. Within the framework of the project, inter alia, UN Women is providing technical support to the Public Defenderโ€™s Office (PDO) of Georgia to ensure consistent and thorough monitoring of institutionalization of gender equality and gender mainstreaming by the government at all levels.ย 

In 2021, with the support of UN Women, the Public Defenderโ€™s Office (PDO) launched two online training courses: on Gender Mainstreaming and on the Prevention of Sexual Harassment. These courses were developed to strengthen institutional knowledge and capacity in promoting gender equality and preventing sexual harassment in public sector.

Following recent legislative amendments, UN Women intends to revise and update the existing courses to ensure their full compliance with the current legal and policy frameworks. The updates will also aim to enhanceย the relevance, accuracy, and effectiveness of the course content in line with evolving national standards and best international practices.

Description of Responsibilities/ Scope of Work:

Review and analyze the content of the two online training coursesโ€”on Gender Mainstreaming and on the Prevention of Sexual Harassmentโ€”to identify areas requiring revision or enhancement in light of recent legislative and policy developments. Ensure that all concepts and definitions used in both courses are fully aligned with the current national legal framework and international best practices. Update case studies, data, examples, and interactive components to reflect practical, context-specific scenarios. Engage and coordinate with relevant stakeholders, including UN Women and the Public Defenderโ€™s Office (PDO), to validate, and finalize proposed revisions to the course content. In close collaboration with UN Women and PDO, liaise with software developers.ย 

Deliverables:

A comprehensive desk review of the existing online courses on Gender Mainstreaming and the Prevention of Sexual Harassment, conducted in close collaboration with the Public Defenderโ€™s Office (PDO) and submitted to UN Women - by 22 August 2025 (5 working days)ย 

The draft content of the online courses on Gender Mainstreaming and the Prevention of Sexual Harassment developed and submitted to UN Women -by 15 September 2025 (10 working days)

The final version of the course content on Gender Mainstreaming and the Prevention of Sexual Harassment, revised based on feedback from UN Women and PDO, and submitted to UN Women - by 26 September 2025 (5 working day)

Report describing the technical and content-related support provided to the software developer, submitted to UN Women - by 13 October 2025ย (5working days)

Required Qualifications:

Education and Certification:

At least masterโ€™s degree in Gender Studies, Human Rights, Public Policy, Social Science, or other related fields; or bachelorโ€™s level or equivalent with a minimum of seven years of demonstrated working experience in Gender Equality, Womenโ€™s Rights or related field.ย 

Experience:

At least five years (or seven years in case of bachelorโ€™s degree) of experience in the area of gender equality and womenโ€™s empowermentย  At least five years (or seven years in case of bachelorโ€™s degree) of supporting capacity development on gender equality and gender mainstreaming, and/or mainstreaming gender into programs and policies Previous experience of working with government, development partners and civil society stakeholders, inter alia, on capacity development tools on gender equality will be a strong asset Previous experience of working on online training courses will be a strong asset.ย 

Languages:

Fluency in English and Georgian is required.
