Results 2 by 25 December 2025 (60%) • Supported organization of a workshop to validate Sustainable Finance Roadmap in Dushanbe • Supported organization of the second and third meetings of the Steering Committee led by the Agency, in collaboration with UN RCO and ESCAP • Two coordination platform meetings held with participation of development partners. • One internal workshop on green bonds best practices for the Agency staff members conducted. • Conducted assessment of institutional needs and priorities for further capacity building to support the development of green bonds in Tajikistan and final report provided to UNRCO Work LocationDushanbe Expected duration60 days during August-December 2025 Duties and ResponsibilitiesUnder overall guidance of the Head of UNRCO and direct supervision of the UNRCO Partnerships and Development Finance Officer and in collaboration with the Director of the Agency of Securities and Specialized Registration of the Ministry of Finance, the national consultant will be engaged to implement the following tasks: • Support overall planning and implementation of the UNRCO and ESCAP technical assistance to the Agency; • Support the Agency, UNRCO and ESCAP in the formation of a government steering committee, to be convened for the first time in September 2025, under the auspices of the technical assistance for the Sustainable Finance Roadmap. This Steering Committee will be led by the Ministry of Finance/Agency for Securities and Specialized Registration; • Coordinate the scheduling of 15-20 interviews with leading stakeholders from state, private organizations and development partners and help the ESCAP and UNRCO team to obtain insights into the development of the Sustainable Finance Roadmap; • In collaboration with Agency staff support the organization of a workshop to validate the Sustainable Finance Roadmap in Dushanbe (including engage actively in preparations and logistics); • In collaboration with the Agency, UNRCO and ESCAP convene follow up meetings of the Steering Committee to be established by the Agency (including coordinating meetings, setting up agendas and logistics); • Conduct a mapping of development partners initiatives and potential plans on capital market development in Tajikistan; • Act as a secretary of the coordination mechanism/platform of partners initiatives in capital market development established under the Agency. Support the Agency to conduct at least 3 meetings until the end of 2025. • Jointly with Agency, UNRCO and ESCAP present and promote green bonds activities to attract more partners and resources, and engage in the follow-up with future donors and providers of technical assistance on green bonds; • Explore and draft criteria for green projects in consultation with Agency, ESCAP and UNRCO. In coordination with state bodies and private sector compile a pipeline of potential green projects. • Conduct one internal workshop on green bonds best practices for the Agency staff members; • Assess institutional needs and priorities for further capacity building to support the development of green bonds in Tajikistan. Qualifications/special skillsUniversity degree in Economics, Finance, Public and/or Business Administration, Management and other related fields is required. At least 5 years of proven experience in areas related to capital market development, climate finance or sustainable finance, public financial management or financial regulation is required. At least 3 years of experience in inter-agency coordination and stakeholder engagement, including experience with government ministries, regulatory agencies, international organizations (e.g., UN, multilateral development banks), private sector, and/or financial institutions is required. Knowledge and practical experience of donors landscape in Tajikistan is required. Experience with UN or donor-funded technical assistance projects related to financial sector development or climate finance is required. Proven ability to draft technical documents, policy notes and analytical documents. Provide 1-2 examples or links for reference is required. Strong interpersonal and facilitation skills for engaging diverse stakeholders is desirable. LanguagesFluency of Tajik and English is required. Good knowledge of Russian language is desirable.
