Background:
Disaster Risk Reduction (DRR) education is a crucial component in building a resilient society. In Kazakhstan, the increasing frequency and complexity of natural and technological hazards โ€” such as earthquakes, floods, extreme weather events, and industrial accidents โ€” highlight the urgent need to strengthen preparedness at all levels, including within the education system and schools.
The content of national school curricula offers opportunities for integrating DRR components into the learning environment, both through academic instruction and extracurricular activities. However, existing educational resources require updating and adaptation to incorporate global best practices, align with national legal and educational frameworks, and provide teachers with practical, localized tools for integrating DRR into everyday teaching and for engaging students actively in the process.
This assignment aims to develop a comprehensive, systematic, and context-sensitive update of the teacherโ€™s manual to ensure the seamless integration of DRR into educational activities at the primary, basic secondary, and general secondary levels of Kazakhstanโ€™s school system.

Objective of Assignment:
Hire a national consultant to provide technical framework development and monitoring support for updating and expanding the teacher's manual and middle school studentsโ€™ manual to facilitate the systematic integration of DRR into secondary education institutions.

Duration of Assignment:
The Consultant will be hired under a Special Service Agreement (SSA) for 3.5 months.

Tasks and Responsibilities:

Under the overall supervision of the Senior Economic and Environmental Officer, the successful candidate will be tasked with the following duties:

1. Review, analyze, and consolidate existing emergency response and disaster risk reduction education frameworks to identify the most effective, contextually appropriate tools, methodologies, and best practices for implementation within Kazakhstan's educational system.
Outputs to be achieved:
- Existing national and international DRR in education frameworks and manuals are analyzed, and the analysis results are presented in a written form.
- Relevant DRR principles and practices appropriate for students at the primary, basic, and general secondary education levels are identified and presented in a written form.
- Findings are aligned with national curriculum standards, model curricula, and safety protocols and presented in a written form.

2. Design a systematic framework for integrating disaster risk reduction components into existing curricula, clearly aligned with learning objectives and methodologies for both direct and cross-curricular integration across various school academic subjects.
Outputs to be achieved:
- Comprehensive table reflecting direct and indirect links to the DRR component across at least 12 academic subjects, including examples of integration, classroom application, and references with specific learning objectives are prepared.
- Sample lesson content or a lesson planning algorithm for discussion are developed for following school subjects:
- History
- Geography
- Mathematics
- Language and Literature
- Physical Education and other subjects.
- References (online links, sources) for teachers to access DRR content are included.

3. Incorporate evidence-based monitoring and self-reflection tools, utilizing safety criteria and assessment methodologies developed by Cambridge, to enhance program navigation, evaluation, and continuous improvement processes.
- At least 3 assessment criteria for teachers, 2 student reflection (or feedback) forms, and 1 school monitoring template to guide and evaluate the integration of DRR into lessons are developed.
- Reflection sheets to assess students' understanding and retention of DRR content are developed.
- Recommendations on feedback tools for communication with students and parents are developed.

Necessary Qualifications:

- Advanced degree in Education, Disaster Risk Management, Public Policy, Curriculum Development, Pedagogy, or a related field.
- Minimum 5 years of experience in curriculum design, education, DRR in education, or emergency preparedness in educational contexts.
- Familiarity with Cambridge assessment criteria or similar evidence-based tools.
- Demonstrated experience working with legal and regulatory frameworks in education or emergency preparedness.
- Ability to design teacher evaluation rubrics, student reflection forms, and whole-school monitoring templates.
- Experience facilitating feedback mechanisms for communication between teachers, students, and parents.
- Familiarity with educational standards in Kazakhstan and curriculum structure at various education levels.
- Excellent writing and documentation skills in Russian; knowledge of Kazakh is desired.
- Demonstrated experience in conducting technical training sessions.
- Good understanding of emergency response protocols and operations.
