Introduction

UNDP Vietnam is looking for a qualified National Consultant to prepare a Climate Finance Strategy for NDC 3.0.

Viet Nam reaffirmed its strong commitment to climate action, aiming to achieve net-zero emissions by 2050, as pledged at the 26th United Nations Climate Change Conference of the Parties (COP26). Despite being among the most climate-vulnerable nations—ranked 13th globally in climate-related loss events from 2000 to 2019, according to the 2021 Global Climate Risk Index—and facing significant resource and technical constraints, Viet Nam has mobilised its entire government and society to advance its climate objectives. In 2022 Viet Nam updated its NDC, based on NDC 2020 and contains new points that evidence the country’s efforts to fulfil its commitments made at COP26.

The objective of this assignment is to provide a forward-looking and comprehensive Climate Finance Strategy for NDC 3.0 for the period 2025-2035, with a vision for a long-term financing strategy toward Net Zero by 2050. The strategy will include an overview of investment needs and planned financing contributions from the private sector, government, and international finance to implement the NDC 3.0 adaptation and mitigation measures.

Period of assignment/services: 70 working days (from July to December 2025).
