Background
The United Nations Population Fund (UNFPA) is the UN agency dedicated to delivering a world where every pregnancy is wanted, every childbirth is safe, and every young personโs potential is fulfilled. In Guinea-Bissau, UNFPA works in partnership with the Government, civil society, and other UN agencies to advance sexual and reproductive health and rights, promote gender equality, and support the generation and use of population data for development planning.
The current UNFPA Guinea-Bissau Country Programme (CPD 2022โ2026) will come to an end in December 2026. In line with UNFPAโs strategic plan and corporate guidelines, the preparation of the next Country Programme Document (2027โ2031) will be conducted in consultation with national stakeholders, development partners, civil society organizations, and UN agencies. The new CPD will align with national development priorities, the forthcoming United Nations Sustainable Development Cooperation Framework (UNSDCF), and the UNFPA Strategic Plan (2026โ2030).
To ensure a coherent, participatory, and results-oriented process, UNFPA Guinea-Bissau seeks to recruit a qualified National Consultant to coordinate and lead the elaboration of the Country Programme Document 2027โ2031.
Purpose of the Consultancy
The purpose of this consultancy is to coordinate, lead, and provide technical guidance throughout the entire process of developing the UNFPA Guinea-Bissau CPD 2027โ2031. The consultant will ensure that the CPD is evidence-based, participatory, gender-sensitive, youth-inclusive, and aligned with both national and global priorities.ย
Scope of Work and Responsibilities
The consultant will be responsible for coordinating and facilitating all phases of the CPD elaboration process, including preparatory, analytical, consultative, drafting, and validation stages. Specifically, the consultant will:
Phase 1 โ Inception and Planning
Develop a detailed work plan and timeline for the CPD elaboration process in consultation with UNFPA management. Review relevant corporate guidance (UNFPA CPD preparation guidelines, UNSDCF roadmap, CCA, etc.). Establish and support the functioning of the internal CPD Core Team. Identify key stakeholders and develop a stakeholder engagement plan.Phase 2 โ Situational and Strategic Analysis
Review and synthesize existing analytical documents, including the Common Country Analysis (CCA), midterm review of the current CPD, sectoral policies, national strategies, and relevant research. Identify key gaps, challenges, and opportunities in relation to UNFPAโs three transformative results: Ending unmet need for family planning Ending preventable maternal deaths Ending gender-based violence and harmful practices Facilitate thematic consultations with government counterparts, civil society, youth representatives, and partners to gather insights and validate findings.Phase 3 โ Drafting the CPD
Lead the drafting of the UNFPA Guinea-Bissau CPD 2027โ2031, including the narrative, theory of change, results and resources framework, and monitoring and evaluation plan. Ensure alignment with the UNFPA Strategic Plan, SDGs, and national priorities. Integrate gender, youth, and human rights perspectives across all components of the document. Work closely with UNFPAโs technical teams and the regional office for peer review and technical feedback.Phase 4: Validation and Finalization
Facilitate the organization of stakeholder consultations and validation workshops on the draft CPD. Integrate feedback from stakeholders, UNFPA regional and headquarters offices, and other reviewers. Finalize the CPD document and related annexes in accordance with UNFPA corporate standards and submission timelines.Phase 5: Coordination and Reporting
Coordinate and document all stages of the CPD preparation process, ensuring timely communication with UNFPA and stakeholders. Produce progress reports, meeting summaries, and a final consultancy report summarizing activities, results, and lessons learned.5. 6. Required Qualifications and Experience
Education:
Advanced university degree (Masterโs or higher) in development studies, social sciences, public policy, economics, demography, or a related field.Experience:
Minimum of 7 years of progressively responsible experience in development planning, programme management, or policy analysis. Proven experience in coordinating or drafting strategic frameworks, Country Programme Documents, or similar planning instruments for UN agencies or international organizations. Strong knowledge of the UN programming principles, SDGs, and the UNFPA Strategic Plan. Familiarity with Guinea-Bissauโs development context, national policies, and institutional landscape. Experience in facilitating multi-stakeholder consultations and high-level coordination.Skills and Competencies:
Excellent analytical, drafting, and coordination skills. Strong interpersonal and communication abilities. Demonstrated ability to synthesize complex information and present it clearly. Proficiency in Portuguese and working knowledge of English (required); knowledge of French is an asset. Strong commitment to UN values, including gender equality, human rights, and youth empowerment.7. Supervision and Reporting
The consultant will work under the direct supervision of the UNFPA Youth Programme Analyst, and M & Eย and the overall guidance of the UNFPA Representative. The consultant will work closely with the CPD Core Team and technical focal points and maintain regular communication with the UNFPA West and Central Africa Regional Office (WCARO).
8. Administrative and Logistical Arrangements
The consultancy is full-time and based at the UNFPA Country Office in Bissau. UNFPA will provide an office workspace, access to relevant documentation, and facilitate stakeholder contacts. The consultant will use their own laptop and communication tools.Travel related to the assignment (if rerequired) will be covered by UNFPA in accordance.
