Work LocationLiberia Expected duration07.28.25 - 09.05.25 Duties and ResponsibilitiesThe National Consultant will work under the overall supervision of the Country Representative of OHCHR and the direct guidance from the designated program led to perform the assigned tasks. The national consultant will conduct a field trip to targeted counties (Lofa and Montserrado), to conduct a comprehensive assessment of the training needs of youth-led CSOs and Networks and identify key areas requiring capacity building in public speaking, advocacy, and training facilitation and the use of social media for civic space and human rights campaigns as follows: Develop and facilitate training sessions on facilitation skills, public speaking, on advocacy, campaigning, and facilitation for civic engagement for youth-led CSOs and networks. Guide peer-exchange workshops between rural and urban youth groups including to establish mentorship mechanisms between youth and established civic actors (e.g., FLY, LINSU). Support the formation of a radio program and coordination of a youth steering committee for development of the talk show. Assist with content design, show format, and audience engagement strategy. Provide training to youth hosts and producers in ethical journalism, media literacy, fact-checking, and moderation. Oversee production and dissemination of episodes through radio and online platforms. Support the organization of youth forums and the documentation of success stories and media products from youth initiatives. Qualifications/special skillsAdvanced university degree in Communications, Media Studies, Development Studies, Political Science, Human Rights, Media Studies, or related fields. At least 7 years of proven experience working with youth engagement, media development, civic education, or human rights. Experience in developing and facilitating training for youth and/or CSOs. Strong knowledge of participatory media, talk shows, and content development. Experience with radio or multimedia platforms is an advantage. Familiarity with the Liberian sociopolitical and youth context is highly desirable. Excellent facilitation, presentation, and communication skills. Strong writing, documentation, and reporting abilities. Ability to work collaboratively with youth and civil society actors. Proficiency in English (spoken and written); understanding of local languages is an asset. Excellent report writing skills; good oral and written communication skills; ability to work closely with public, non-governmental, international and civil society organizations. Must have strong organizational (interpersonal) and communication skills, make decisions on time; the ability to communicate effectively both orally and in writing. Must be able to analyze data for decision making; and the ability to gain othersโ€™ support for ideas, proposals and solutions and get others to take action to advance work objectives; maintain high ethical/ professional standards and integrity. LanguagesEnglish and French are the working languages of the United Nations Secretariat. Fluency in spoken and written English is required. Knowledge of an additional official UN language is an advantage. Arabic, Chinese, English, French, Russian and Spanish are the official languages of the United Nations Secretariat. Additional InformationThe national consultantโ€™s performance will be evaluated based on timeliness, creativity, responsibility, initiative, communication, accuracy, and quality of the products delivered. OHCHR will oversight, support, and provide necessary resources for the consultancy. OHCHR must review the PPT and other presentations to be made, and agree on the methodology, tools and the length of the training.
