Project Context and Scope ย Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is committed to promoting humane and orderly migration for the benefit of all by providing services and advice to governments and migrants. From 2023 to 2025, IOM Kazakhstan is implementing a 24-month project funded by the U.S. Department of Stateโs Bureau of International Narcotics and Law Enforcement Affairs (INL). The project, โStrengthening Legislation on Combating Trafficking in Persons in Kazakhstan,โ supports the Government and Parliament of Kazakhstan in enhancing anti-trafficking legislation through expert and technical assistance.

MPX โ Migrant Protection Tasks to be performed under this contract
- Conduct a comprehensive review of court decisions (in Kazakh and Russian) related to trafficking in persons issued between 2015 and 2025, covering various forms of exploitation (e.g., labor, sexual, forced begging, child trafficking, organ trade).
- Analyze the profiles of perpetrators and victims based on available data to better understand demographic and social patterns.
- Assess practices related to victim compensation and restitution, including legal aid, civil claims, and exemptions from administrative liability for foreign victims.
- Analyze how methods of trafficking have evolved over time for each form of exploitation and assess the most effective investigative and evidentiary methods used in prosecuting these cases.
- Review termination decisions in trafficking-related cases (2022โ2025) and identify common grounds for case dismissal. Identify common mistakes made by investigators, missing steps that prevented successful prosecution, and challenges in proving the crime, with possible solutions.
- Review how trafficking crimes were legally classified and identify common reasons for misclassification.
- Develop practical recommendations to improve legal qualification, evidence collection, and inter-agency cooperation in trafficking cases.
The end products expected to be delivered by the Consultant will be (in Russian), as follows:ย
- Summary document of key findings from the review of judicial decisions and criminal case dismissals.
- Analytical report highlighting trends, profiles, methods of proof, legal gaps, and positive practices, including recommendations for legal and procedural improvements.
- PowerPoint presentation summarizing the key findings.
The Consultant will receive a consultancy fee, which will be paid to the bank account indicated by the Consultant upon completion of the services provided and approval by IOM of the submitted final report.
The Consultant will work under the overall supervision of the National Programme Officer at IOM Kazakhstan. As work progress, the Consultant will share expected delivery results with the IOM Kazakhstan for review. IOM Kazakhstan will ensure to provide timely comments to the consultantโs work and address any Consultantโs request (i.e. additional information, participants contacts, etc.).ย
Performance indicators for the evaluation of results
The quality targeted and detailed of the work performed as established above as well as compliance with agreed delivery dates. Education- Minimum Bachelorโs degree (or higher) in Law, Criminology, Human Rights, Political Science, or a related discipline. Experience
- Proven experience in legal analysis, preferably in the field of trafficking in persons or organized crime.
- Familiarity with Kazakhstanโs judicial system and case law, and practical understanding of criminal procedure.
- Extensive experience in CTIP, victim assistance, or similar fields, with a strong focus on multidisciplinary collaboration and case management.
- Knowledge of trauma-informed approaches, and issues specific to trafficking in persons, especially in Central Asia.
- Experience in working with relevant governmental and non-governmental institutions and senior representatives in charge of counter trafficking in person policy and implementation in Kazakhstan would be a distinct advantage as well as previous experience working in an international organization.
