Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. With women's rights at its core, UN Women leads and coordinates the UN system's efforts to ensure that commitments to gender equality are translated into concrete action around the world. It provides strong leadership for the priorities and efforts of Member States while building effective partnerships with civil society and other relevant actors.
UN Women collaborates with government partners and regional and national stakeholders to enhance womenโs economic participation, focusing on (i) access to the green economy, (ii) promoting and strengthening women's entrepreneurship, and (iii) enhancing womenโs income security and social protection. UN Women provides support to governments and regional institutions to develop gender-responsive economic policies and supports capacity-building efforts among various actors to advocate for, formulate, and implement gender-responsive economic policies.
The new Womenโs Economic Empowerment Strategy launched in 2024 articulates UN Womenโs vision for enabling womenโs economic agency, autonomy, and well-being. Anchored in UN Womenโs Strategic Plan 2022โ2025 and the 2030 Agenda for Sustainable Development, its objective is to provide a framework that galvanizes internal and external stakeholders to work together at the local, national, and global levels through transformative solutions that improve the lives of women and girls with no one left behind. It identifies three key priority areas, or Gender Equality Accelerators (GEAs), where UN Women can make the most progress: (i) women and the world of work, (ii) gender-responsive climate action and green economies, and (iii) transforming care systems.
In 2025, countries worldwide are requested to submit the next round of their Nationally Determined Contributions (NDCs) 3.0. In support of Liberiaโs efforts to advance a gender-responsive and youth-inclusive NDC process, UN Women Liberia will collaborate closely with the United Nations Development Programme (UNDP), the Environmental Protection Agency of Liberia, and other key stakeholders. ย This joint effort will focus on promoting inclusive climate action particularly in the area of ย financing and resource mobilization, women- and youth led climate action, climate resilient agriculture, renewable energy and waste management, and building the necessary knowledge and skills to access green finance investment opportunities, This initiative also aims to strengthening national capacity to access green finance and mobilize resources for the effective implementation of Liberiaโs NDC 3.0.
In this context, UN Women Liberia is seeking a National Consultant to support to support the review and update of Liberiaโ ccGAP, and to develop a Joint Concept Note and Project Proposal for the implementation of the Nationally Determined Contributions (NDC) 3.0. ย The updating of the ccGAP will emphasize gender and social inclusion and the economic empowerment of women, youth and persons with disability for a just and inclusive green economy transition.
The overall objective of this assignment is to provide technical and coordination support to the EPA, UN Women and UNDP in:(i) reviewing and updating the ccGAP to align with Liberiaโs revised climate priorities and international standards, and ii) ย developing a Joint Concept Note and full Project Document for resource mobilization and implementation of NDC 3.0.Te consultant will engage key stakeholders, conduct targeted research, facilitate consultations and help identify entry points for resource mobilization for the joint program during these consultations.ย
. Description of Responsibilities/ Scope of Work
The consultant will be expected to facilitate the following:ย
1. Support the review and update of Liberiaโs Climate Change and Gender Action Plan (ccGAP)
Organize and facilitate consultations with key stakeholders, including government ministries (e.g., Environment Protection Agency of Liberia, Ministry of Gender, Children and Social Protection, Ministry of Finance Development Planning, National Commissions on Disabilities (NCD), UNDP, civil society, youth and marginalized groups (women, Persons with Disabilities) private sector, development partners, and selected partners. Ensure effective participation and input from relevant national and international stakeholders in designing the concept note and project documents. Incorporate feedback from stakeholders to ensure that the concept note, and project documents reflect the countryโs priorities, climate plan and the NDC 3.0 Youth, Children, PWDs, and Women position paper released on April 19, 2025, in the City of Ganta, Nimba County. Organize stakeholder validation workshop for the finalization of the updated ccGAP.ย2. Support the development of Joint Concept Note and Project Proposalย
Desk review of existing materials and identify key targets or on-going work in the NDC 3.0 that would be developed into a full Project Proposal. Coordinate with UN Women country office, UNDP, and EPA to identify key partners for the Joint Project Proposal. Develop sets of key questions and methodology for collecting required information for the project development.ย Organize small consultations with key stakeholders and document the discussions. Meet with relevant UN agencies and donors to collect related information. Produce a brief report to capture the key discussion points and recommendations with particular focus on NDC 3.0 resource mobilization in supporting womenโs increase participations and economic empowerment in Liberia.ยย 3. Support the development of Joint project document aligned with standard requirements of EPA, linked to the NDC 3.0 implementation.ย
Based on the capacity and stakeholder analysis conducted, develop a Project Proposal that meets the technical and strategic requirements of UN Women, the Environmental Protection Agency (EPA), and key partners. The Project Proposal should include a logical framework, detailed budget, performance monitoring plan, and implementation arrangements. Draft a Concept Note that clearly outlines the strategic objectives, expected outcomes, key activities, and resource needs for mobilizing support for the implementation of Liberiaโs NDC 3.0. The Concept Note should also reflect priorities outlined in the updated Climate Change and Gender Action Plan (ccGAP), with particular emphasis on gender-responsive mitigation and adaptation strategies.ย 4. IV. Required QualificationsEducation and Certification:
Advanced degree in climate change, environmental science, sustainable development, Gender and Development Studies, statistics, social sciences, or related field.ยExperience:
At least 7 years of experience in designing and developing climate change-related programs, particularly NDCs, climate action plans, or other similar national-level climate strategies. Extensive experience collaborating with governments, international organizations, and multi-stakeholder processes regarding climate change mitigation and adaptation. Strong understanding of the Paris Agreement, NDCs, climate finance mechanisms (e.g., Green Climate Fund, Adaptation Fund), and international climate negotiations. Familiarity with results-based management (RBM), monitoring and evaluation (M&E), and project management in the context of climate change.Languages:
