National consultant_Protection Associate (Program Support)

Project Context and Scope

The project “Addressing urgent humanitarian needs of vulnerable refugees and third-country nationals in the Republic of Moldova” aims to address urgent humanitarian needs of vulnerable refugees and third‑country nationals (TCNs) fleeing Ukraine, with a focus on those excluded from mainstream assistance, including individuals in the Transnistrian region. It strengthens IOM’s localized response through mobile teams and partnerships with local NGOs to expand access to essential services across Moldova. 

Effective and timely data management is essential to ensure evidence‑based programming, quality reporting, and coordinated protection interventions. To strengthen these efforts, IOM seeks a qualified consultant to support the development, maintenance, and use of protection data systems and tools.
 Organizational Department / Unit to which the Consultant is contributing
 

1. This consultancy is contributing to Protection Unit activities. The consultant will work under the direct supervision of the Project Specialist (Protection), under the overall supervision of the Protection Programme Coordinator and in close coordination with the Programme Support Unit (PSU).  Tasks to be performed under this contract
    

   The consultant is expected to deliver the following outputs:

   1. Updated and functioning Protection Data Management System, aligned with RRP, IOM crisis response requirements and UN Cooperation Framework for 2023-2027.
   2. Monthly data quality reports covering 5W inputs, partner submissions, and internal data checks.
   3. Centralized KOBO database with cleaned and validated datasets updated on a regular basis.
   4. Training sessions and coaching materials for enumerators and IPs on data collection tools.
   5. Analytical inputs for assessments, narrative reports, and donor reporting.
   6. Information products (dashboards, maps, visual reports) produced at least monthly or as requested. Performance indicators for the evaluation of results
       

      The performance of work will be evaluated based on the following indicators:

      · Completion of tasks specified in ToR.

      · Compliance with the established deadlines for submission of deliverables.

      · Quality of work (consideration of international human rights standards, precision, comprehensiveness, accuracy).

      Tangible and measurable output of the work assignment: 

      Monthly intermediate and final activity reports to be submitted to Project Specialist (Protection), co-supervised by Protection Project Coordinator that gives an overview of the Consultants’ performance; developed products provided as Annexes to the report.

      Payments will be made upon submission and approval of monthly deliverables, according to the agreed consultancy contract.

      Reporting schedule:

      1. 1st Intermediate monthly activity report – by 15 March

         1. 2nd Intermediate monthly activity report – by 15 April

         2. 3rd Intermediate monthly activity report – by 15 May

         3. Final activity report – by 20 June. Education

            • University degree in Information Management, Data Science, Social Sciences, Statistics, Computer Science, or a related field.Experience
              • Minimum 3 years of experience in data management, information management, or monitoring and evaluation (M&E), preferably in humanitarian or development contexts.
              • Proven experience with KOBO or similar mobile data collection platforms.
              • Demonstrated experience in data visualization (e.g., Power BI).
              • Experience working with UN agencies, INGOs, or humanitarian coordination systems is an asset.Skills
                • Strong analytical and problem‑solving skills.
                • Proficiency in database management and data cleaning.
                • Ability to present complex data in accessible formats.
                • Excellent communication and training skills.Languages
                  • Fluency in English and intermediate in Russian.IOM’s official languages are English, French and Spanish.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments. Travel required 

                    • May be required within Moldova as per project needs.
