Project Context and Scope
The projectย โAddressing urgent humanitarian needs of vulnerable refugees and third-country nationalsย in the Republic of Moldovaโย aims to address urgent humanitarian needs of vulnerable refugees and thirdโcountry nationals (TCNs) fleeing Ukraine, with a focus on those excluded from mainstream assistance, including individuals in the Transnistrian region. It strengthens IOMโs localized response through mobile teams and partnerships with local NGOs to expand access to essential services across Moldova.ย
Effective and timely data management is essential to ensure evidenceโbased programming, quality reporting, and coordinated protection interventions. To strengthen these efforts, IOM seeks a qualified consultant to support the development, maintenance, and use of protection data systems and tools.
ย Organizational Department / Unit to which the Consultant is contributing

This consultancy is contributing to Protection Unit activities.ย The consultant will work under the direct supervision of the Project Specialist (Protection), under the overall supervision of the Protection Programme Coordinator and in close coordination with the Programme Support Unit (PSU).ย Tasks to be performed under this contract
ยThe consultant is expected to deliver the following outputs:
- Updated and functioning Protection Data Management System, aligned with RRP, IOM crisis response requirements and UN Cooperation Framework for 2023-2027.
- Monthly data quality reports covering 5W inputs, partner submissions, and internal data checks.
- Centralized KOBO database with cleaned and validated datasets updated on a regular basis.
- Training sessions and coaching materials for enumerators and IPs on data collection tools.
- Analytical inputs for assessments, narrative reports, and donor reporting.
- Information products (dashboards, maps, visual reports) produced at least monthly or as requested.ย Performance indicators for the evaluation of results
ยThe performance of work will be evaluated based on the following indicators:
ยท Completion of tasks specified in ToR.
ยท Compliance with the established deadlines for submission of deliverables.
ยท Quality of work (consideration of international human rights standards, precision, comprehensiveness, accuracy).

Tangible and measurable output of the work assignment:ย
Monthly intermediate and final activity reports to be submitted toย Project Specialist (Protection), co-supervised by Protection Project Coordinatorย that gives an overview of the Consultantsโ performance; developed products provided as Annexes to the report.
Payments will be made upon submission and approval of monthly deliverables, according to the agreed consultancy contract.
Reporting schedule:
1st Intermediate monthly activity report โ by 15 March
2nd Intermediate monthly activity report โ by 15 April
3rd Intermediate monthly activity report โ by 15 May
Final activity report โ by 20 June. Education
- University degree in Information Management, Data Science, Social Sciences, Statistics, Computer Science, or a related field.Experience
- Minimum 3 years of experience in data management, information management, or monitoring and evaluation (M&E), preferably in humanitarian or development contexts.
- Proven experience with KOBO or similar mobile data collection platforms.
- Demonstrated experience in data visualization (e.g., Power BI).
- Experience working with UN agencies, INGOs, or humanitarian coordination systems is an asset.Skills

- Ability to present complex data in accessible formats.
