The Position:

The consultant will work under the direct supervision of Coordination Specialist, GBV & MHPSS and work closely with GEWE programme colleagues, GBV Sub-ClsuterCo-Coordinators, MHPSS Working Group Co-Chair and members. The consultant will prepare a monthly work plan to be approved by his/her supervisor and submit a monthly progress report by the first week of each month for the previous month.

Job Purpose:

UNFPA Myanmar is seeking to hire an Information Management (IM) Officer to support the CO in strengthening the IM components of the programme and inter-agency coordination.

The humanitarian situation in Myanmar has deteriorated with widespread conflict and displacement. As of December 2024, there are more than 3.5 million IDPs in Myanmar, and according to the 2025 Myanmar Humanitarian Needs and Response Plan, 19.9 million people are in need of humanitarian assistance.
The current situation in Myanmar has required the scale up of UNFPAโ€™s humanitarian programming as well as inter-agency coordination. As a lead for GBV Sub-Cluster as well as MHPSS Working Group, UNFPA requires the IM function in place to ensure data collection, analysis, reporting and communication for efficient and effective inter-agency coordination.

In addition to supporting the inter-agency IM work, the national consultant is also expected to support the CO for its humanitarian preparedness and response work, working closely with the M & E team.

You would be responsible for:

The IM Officer will undertake a range of activities to enhance the Information Management function of the GBV Sub-Cluster and MHPSS Working Group as well as its humanitarian programme.

Key Tasks and Deliverables:

โ— Provide IM services to GBV Sub-Cluster and MHPSS Working Group for key decision making. These services will include data collection, collation, analysis, and dissemination processes relevant to the needs of the Sub-Cluster/Working Group. This may require building additional and appropriate capacity through the training of the partners.
โ— Proactively gather information from sub-cluster partners and relevant stakeholders which could inform decisions, advocacy and programming.
โ— Identify secondary data and information resources as appropriate.
โ— Adapt appropriate existing IM tools including those available in-country (including from other clusters) and global level.
โ— As appropriate, design data collection forms, ensuring that the purpose and use of all data collected is clear, questions are simple, clear, and easily collectable. Organize and manage the data input and initial analysis and presentation of data for the Sub-Cluster/Working Group.
โ— Maintain Sub-Cluster/Working Group contact list/mailing list as well as websites/online platforms.
โ— Support quarterly 5Ws reporting and its data analysis.
โ— Contribute to the Humanitarian Programme Cycle process, supporting the Sub-Cluster coordinator.
โ— Document GBV SC and MHPSS WG meeting minutes, ensure proper documentation of the monthly meeting related documents.
โ— Coordinate with the inter-agency interpretation support for the simultaneous interpretation during the meeting and translation of relevant documents.
โ— Liaise with OCHA and IM Focal Points in other clusters. Share information as appropriate and identify and gather information from other clusters which can inform GBV programming and coordination decisions.

โ— Liaise with UNFPA programme staff to gather and share information, especially for background data and sources of information in-country.
โ— Promote and support capacity building of other UNFPA staff, Cluster/Sub-Cluster partners, and humanitarian staff as required.
โ— Working closely with the UNFPA M&E team, supporting information management, data collection and analysis and reporting of humanitarian programmes/projects.
โ— Perform any other duties assigned by UNFPA.

Qualifications and Experience:ย 

Education:ย ย 

Advanced university degree in information technology, public health, population, demography and/or other related social science discipline.

Knowledge and Experience:ย 

โ— Up to 2 years of experience in information technology, information management systems and/or monitoring and evaluation for humanitarian operations;
โ— Demonstrated capacity to analyse data/statistics for humanitarian operations;
โ— Good understanding of issues related to confidentiality, data safety and other ethical concerns related to the sharing of sensitive data between humanitarian agencies;
โ— Advanced excel skills (e.g. pivot tables, functions etc.);
โ— Experience in a humanitarian inter-agency coordination role related to the information management is an advantage;

Languages:ย 

Proficiency in English and Myanmar languages.
