Background: Despite progress in expanding social protection in Egypt and across the Arab region, significant coverage gaps persist, according to the 2024 World Social Protection Report, only around 34.7% of the population is covered by one or more social protection benefits. This leaves large segments of the โmissing middleโ unprotectedโworkers who are neither enrolled in social insurance nor eligible for poverty-targeted assistance. Many irregular, casual, and self-employed workers remain excluded due to weak enforcement of registration requirements, limited monitoring, and fragmented data systems. Building on earlier ESCWA support, a general model for the automatic enrolment of informal workers into social insurance has been developed and is currently being studied in the Egyptian context. To ensure its applicability to national systems, legal frameworks, and operational realities, further local technical work is required. In Egypt, this will help identify practical entry points for coverage expansion, including the use of existing registries and linking economic activity records to enrolment mechanisms. The next phase will also focus on strengthening interoperability between databases and information systems across relevant institutions, improving data integration, and enabling real-time monitoring of compliance and benefits delivery. To support this process, ESCWA will engage a consultant to assist the ongoing collaboration with the National Organization for Social Insurance (NOSI), contributing targeted technical inputs and helping advance preparatory steps toward more inclusive and efficient coverage strategies for informal workers. 2. Tasks - Duties and responsibilities: The consultant will support ESCWAโs Social Protection team and local consultants in activities related to the design of an automatic enrolment model for uncovered irregular workers in Egypt. In close coordination with the team, the consultant will: โข Conduct targeted desk research on regional and global practices in digital and automated enrolment for social insurance schemes, with a focus on lessons from low- and middle-income countries applicable to the Egyptian context. โข Review the existing draft model and provide concise recommendations to enhance its applicability to the Egyptian social insurance framework. โข Provide input to the ESCWA Social Protection team in preparation for the technical discussions with NOSI and local consultants regarding interoperability needs and possible integration pathways. โข Prepare a short note summarizing integration requirements and possible next steps to strengthen data linkages between systems. โข Contribute to the preparation and organization of the launch event for the Social Protection Country Profile for Egypt, including preparation of visual presentations of the key outcome of the profile and data related findings. โข Document and circulate concise records of coordination meetings, including follow-up action points. Qualifications/special skillsA Master's degree in statistics or data science is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 3 years of professional work experience in the design, development, and refinement of data-driven tools for social protection is required. Experience in translating policy and regulatory frameworks into technical and operational system requirements is required. Demonstrated expertise in database architecture, data management, API development, and systems integration is required. Experience in managing administrative records and interoperability is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English and Arabic is required.
