Purpose of the consultancy

The national consultant will be engaged to provide technical assistance to NIMPE, IMPEs, and provincial authorities in the effective implementation of the National Malaria Programme.

Background

The malaria burden in Viet Nam has significantly declined in recent years, with substantial progress made towards the national malaria elimination goals. The number of reported malaria cases decreased from 16,612 in 2011 to 353 in 2024, while malaria-related mortality fell from 14 deaths in 2011 to just 1 in 2024. By the end of 2025, 26 out of 34 provinces had been verified as having no locally transmitted malaria cases for three or more consecutive years.

Recently, an administrative restructuring was conducted in the country and by which the number of provinces has been reduced from 63 to 34, the number of communes has been consolidated from approximately 11,000 to 3,321, and the district administrative level has been removed, leaving only two levels of governance: provincial and communal. This restructuring has also led to changes in leadership and health staff within provincial CDCs and commune-level health services, which may have implications for the implementation of public health programmes.

Although malaria cases in Viet Nam continue to decline and the country is nearing its elimination target, sustained and focused efforts are required to achieve the final milestones. In the current context, strengthening malaria surveillance and response systems to further reduce indigenous cases, while investing in measures to prevent the re-establishment of malaria transmission, remain high priorities for Viet Nam.
