Purpose:

The Gender Analyst will serve as the focal point for the coordination, implementation, monitoring, and reporting of gender equality and gender-based violence (GBV) prevention and response initiatives, with a primary focus on the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The Analyst will support the roll-out of gender and GBV-related programmes, track progress, and report on results, while advancing strategies such as policy advocacy, institutional capacity development, community engagement, and the integration of gender perspectives across development, humanitarian, and peacebuilding (triple nexus) efforts.

The Gender Analyst will also be responsible for ensuring that UNFPA interventions apply a human-rights-based and gender-transformative approach, promote gender equality, disability and social inclusion (GEDSI), and adhere to the principle of Leaving No One Behind (LNOB). The role includes providing technical guidance to government counterparts, implementing partners, and civil society organizations in designing and delivering interventions that are gender-responsive, culturally appropriate, and inclusive of marginalized and vulnerable groups, including women, girls, persons with disabilities, and indigenous communities.

In fulfilling these responsibilities, the Gender Analyst will work closely with BARMM government ministries, local government units (LGUs), civil society organizations, womenโ€™s groups, and sister UN agencies (e.g., UN Women, UNICEF, UNHCR, and WFP), as well as bilateral and multilateral donors, to strengthen coordination and expand the reach of GBV prevention and response services. The Gender Analyst will represent UNFPA in relevant coordination mechanisms in BARMM and at the national level, ensuring that gender, GBV, and inclusion issues are consistently addressed in policies, programmes, and humanitarian response plans.

The technical and coordination work expected from the Gender Analyst shall be guided by the Philippine Development Plan (PDP) 2023โ€“2028, the Magna Carta of Women, the Responsible Parenthood and Reproductive Health (RPRH) Law, the BARMM Governmentโ€™s gender and development (GAD) and social sector plans, and the UNFPA 9th Country Programme of Assistance to the Philippines 2024โ€“2028.

Scope of work:

(Description of services, activities, or outputs)

1. Technical Assistance

Provide technical assistance to UNFPA and implementing partners in the identification, planning, implementation, and monitoring of Gender/GBV activities. Support UNFPAโ€™s engagement with BARMM ministries and offices (e.g., MSSD, BWC, BHRC, and others) to strengthen evidence-based local-level planning, budgeting, implementation, and monitoring of field-level Gender/GBV prevention and response interventions.

2. Support to Quality and Timely Delivery of Planned Results by Implementing Partners (IPs)

Facilitate the development and/or revision of results-based Annual Work Plans (AWPs) under the Gender/GBV Mindanao programme. Conduct review and quality assurance of quarterly work plan progress reports, transaction lists, and FACE forms submitted by Gender/GBV Mindanao IPs. Convene quarterly collegial reviews with implementing partners to assess progress, share lessons, and address implementation challenges. Organize convergence and harmonization meetings among Gender/GBV Mindanao IPs (e.g., those engaged in the DFAT-funded Resilient Livelihoods joint programme) to strengthen coherence and complementarity.

3. Networking, Partnership, and Coordination

Establish and/or reinvigorate relationships with key Gender/GBV-related government counterparts (e.g., BARMM Ministry of Social Services and Development, Bangsamoro Womenโ€™s Commission, Bangsamoro Human Rights Commission) and non-government stakeholders (e.g., Bangsamoro Islamic Women Auxiliary Brigade). Forge collaborative relationships with executing agencies, technical experts, government partners, and other UN agencies to ensure the timely and efficient delivery of project inputs and outcomes.

4. Resource Mobilization Support

Contribute to the Country Officeโ€™s resource mobilization strategy for advancing theย Three Zeroes Plus agenda in Mindanao, ensuring that a gender perspective is systematically mainstreamed across all proposals, regardless of thematic focus.

5. Other Responsibilities

Perform other tasks and responsibilities as may be assigned by the supervisor in support of the Gender/GBV programme and the broader UNFPA mandate.

Duration, working schedule, fee basisย ย 

The duration is for 6 months.ย  This is a full-time consultancy and the individual is expected to work with the team from Monday to Friday.

Monthly accomplishment report to be submitted at the end of each month detailing: a) Target Deliverables; b) Deliverables Achieved; and c) other Comments/Remarks

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The monthly accomplishment report described above will be prepared by the Consultant, reviewed, and verified and approved by the Head of Sub-Office.

Supervisory arrangements:ย 

The Gender Analyst will work under the overall supervision of the head of the sub-office. He/she will also work in coordination with the Gender staff in the CO, and other Country Office technical and operations units.

Expected travel:

In the performance of the scope of work, the Gender Analyst may be requested to travel as the need arises.

Required expertise, qualifications and competencies, including language requirements:

The Gender Analyst should possess the following qualifications and competencies:

Education:ย 

Advanced University Degree in a field of study relevant to UNFPAโ€™s mandate, such as sociology, anthropology, social sciences, womenโ€™s studies, public health, public administration, international relations, international development, law or other related fields OR A first-level university degree (Bachelor) in combination with at least two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.ย 

Knowledge and Experience:ย 

Work experience in the areas of gender, gender transformative approaches, gender-based violence/harmful practices, public health or social sciences is desirable Experience providing technical support in the development and/or implementation of the gender transformative approaches at the sub-national level; Experience in working on gender-based violence prevention and response in both โ€˜normalโ€™ and humanitarian settings is an advantage.ย  Prior experience in developing, implementing, and monitoring work plans is an advantage.ย  Excellent interpersonal and communication skillsย  Field experience is a strong asset.

Languages:

Fluency in English and Filipino languages. Working knowledge of local languages is desirable.
