The Position:
The purpose of the consultancy is to support UNFPA Myanmarโs humanitarian response interventions in the areas affected by the 28/03 Earthquake (EQ) and successive aftershocks.
The consultant will work under the supervision of the NOB Humanitarian Analyst, and coordinate closely with technical specialists and programme officers based in Yangon, Nay Pyi Taw and field offices.

Job Purpose:
UNFPA Myanmar programme is being operated under the Country Programme Document (CPD) for 2018-2022, and it has been extended for the period 2023- 2025. Given the increasing humanitarian needs due to intensified conflicts and displacement, UNFPA Myanmar has been accelerating its humanitarian response activities in the past few years. In addition to the SRHR, GBV and MHPSS humanitarian response, UNFPA has been also working on other cross-cutting areas, such as, cash and voucher assistance, accountability to affected populations, which are key components of humanitarian programme cycle, and ensuring UNFPA representation to the relevant inter-agency coordination mechanism.
UNFPA has been actively responding to the devastating 7.7-magnitude earthquake that struck the Sagaing region of Myanmar on March 28, 2025. Their immediate and ongoing efforts are focused on addressing the urgent sexual and reproductive health (SRH) and protection needs of women and girls affected by the disaster, and supporting inter-agency coordination efforts on both SRH and GBV/MHPSS.
UNFPA is actively participating in inter-agency coordination mechanisms, including the Inter-Cluster Coordination Group (ICCG), Health Cluster, and Protection Cluster, to ensure a harmonized and effective response. UNFPA and partners are involved in ongoing rapid needs assessments in various affected regions, including Sagaing, to inform targeted interventions and logistics. While we are working to scale up operations to meet the escalating humanitarian needs, we are also considering the long-term needs of the affected population with a focus on women and girls, including the continued provision of essential SRH and GBV/MHPSS services.
In this context, UNFPA is looking for a humanitarian national consultant to support continuity of UNFPAโs humanitarian response interventions in the areas affected by the EQ. The national consultant will support the planning, implementation and monitoring of humanitarian interventions; support identification of humanitarian supplies needs, and procurement and distribution of commodities; take active roles for inter-agency coordination platforms in close collaboration with UNFPA programme and operations teams, field offices and other humanitarian partners.
You would be responsible for:
Under the supervision of the Humanitarian Analyst (NOB), the national consultant will undertake a range of activities, such as:
โช Support UNFPA logistical and administrative efforts in relation to UNFPAโs participation in emergency relief operations related to the EQ Response;
โช Identify and support procurement, distribution and monitoring of humanitarian supplies in coordination with operations team and field offices;
โช Support the collection, consolidation, and timely sharing of data, lessons learned, and best practices to inform strategic decision-making and reporting.
โช Maintain continuous and close communication and provide swift follow-up and operational support to the Country Office in responding to the impact of the EQ;
โช Represent UNFPA in humanitarian-related events and meetings as needed;
โช Support UNFPAโs participation in joint humanitarian assessment/distribution initiatives;
โช Support and facilitate capacity building activities and training by developing the relevant training tools tailored to the context, and facilitating training/orientation
sessions, based on the needs of the partners;
โช Support implementation, monitoring and provide inputs for reporting to EQ response humanitarian projects, such as, CERF and Emergency Fund;
โช Support UNFPA Humanitarian work to constantly scan of the environment, providing an early warning information and assuring preparedness mechanisms in the country
office for addressing timely response to the EQ emergency response.
โช Ensure protection, gender, and inclusion principles are integrated across all aspects of the humanitarian response in coordination with relevant GBV, SRH, and MHPSS
focal points.
โช Promote accountability to affected populations (AAP) by ensuring feedback mechanisms are functional and integrated into programming, and support efforts to
strengthen community engagement.
Qualifications and Experience:ย
Education:ย ย
Advanced degree in social work, sociology, gender studies, medical studies, development studies, public health, international relations and any other related field is required.
ย
Knowledge and Experience:ย
โช Minimum two years of professional experience.
โช Strong commitment to the mandate of the UN and UNFPA in Myanmar.
โช Field experience addressing sexual and reproductive health and/or GBV issues in emergency and post conflict contexts is preferred.
โช Knowledge of reproductive health, GBV, HIV and protection issues in humanitarian and post-conflict recovery settings.
โช Familiarity with Myanmarโs humanitarian coordination structure is an asset.
โช Excellent computer literacy (windows environment, MS office applications including Word, Excel and Power-point and Internet skills).
Languages:ย
โช Proficiency in English and Myanmar languages.
โช Fluency in other ethnic languages (Shan, Karen, Kachin, Rohingya) is an asset.
