Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. UN Women supports UN Member States as they set global standards for achieving gender equality, and work with governments and civil society to design laws, policies, programs, and services needed to implement these standards. Over two decades of work in the country has resulted in UN Women Egypt Country Office consolidating its expertise, partnerships, and investments around three main areas of work: women's leadership and system-wide support to advancing gender equality; women's economic empowerment; and eliminating all forms of violence against women and girls, including harmful practices. In all areas of UN Womenโ€™s work in Egypt, mobilizing private sector support of the national priorities on gender equality is key; as is supporting womenโ€™s unpaid care work in the home.

Global evidence suggests that addressing violence against women (VAW) is more effective when survivors and those women and girls who face the potential of VAW are empowered economically. The correlation between economic empowerment and violence is two-fold: first; the link between economic dependency and susceptibility to VAW; and second, the repercussions of VAW can significantly impede womenโ€™s capacities to partake in income generating activities. Enhancing women survivorsโ€™ technical and employability skills as well as their access to livelihood opportunities is crucial to changing their trajectories.

Another major impediment to womenโ€™s effective participation in the labor force is the unequal distribution of care responsibilities. Recognizing this, the Ministry of Social Solidarity (MOSS), focuses on the provision of training and skills development for care workers, particularly domestic workers and elderly care services, developing policies and quality standards and improving the image and job quality of care workers and care jobs. The consultant will report to Programme Specialist, and will be supported by Programme Analyst(s), who will be the point of contact on the contract and payment issues.ย 

To support the planned work of MOSS in this regard and in alignment with the National Strategy for the Empowerment of Egyptian Women 2030 (NSEEW), UN Women will contract a national expert who will work with MOSS and UN Women on the following:ย 

1- Finalize the development of a nationally owned training curriculum for standards of practices for professional elderly caregivers.ย ย 

2- Conduct two rounds of training for trainers for relevant ministry staff. Deliverable Expected completion time (due day)

Deliverable 1:ย 

Develop a work plan and timeline for the consultancy, in consultation with UN Womenโ€™s technical team.ย

Deliverable 2:

Revise and refine a previously developed training curriculum for elderly care service providers in elderly home and incorporate any pending feedback provided by UN Women and MOSS in preparation for the delivery of TOTs for MOSS staff.ย

Deliverable 3:ย 

Conduct consultation meetings with the assigned elderly care committee and/or MOSS staff assigned.ย 

5 days

Deliverable 4:

Based on the approved training toolkit, deliver 5-days TOT to MOSS staff who work directly in elderly homes and provide progress report based on pre and post assessments

7 days

Deliverable 5

Finalize the training material based on feedback received from the TOT

Deliverable 6

Deliver a second round of TOT workshop to another group of MOSS staff and provide progress report based on pre and post assessments.

Deliverable 7:ย 

Supervise and provide on the job guidance for the trained trainers in conducting 2 pilot training workshops for women beneficiaries and provide feedback to UN Women.

Submit a final report for the consultancy including detailed feedback on the TOT, pilot training and recommendations for the roll-out of the curriculum. ย

          • Two additional years of qualifying experienceย may be acceptedย in lieu of the Bachelorโ€™s university degree.
          • Hands-on experience in the domain of elderly caregiving is an asset.ย 
          • Experience in delivering capacity building training workshops, isย required.
          • Strong knowledge of gender equality is an asset.
          • Relevant substantive experience dealing with stakeholders and partners, including government, civil society, international organizations, is required.
          • Experience in the development of strategies/training curricula is required.

            Languages:

            • Fluency in written and spoken English and Arabic is required.
            • Knowledge of any other UN official language (French) is an asset.
