Purpose of the consultancy

Under the guidance of the Coordinator of Health Systems Development of WHO Country Office for Cambodia, provide support to the Department of Digital Health (DDH) of the Ministry of Health (MoH) of Cambodia in its Governance and leadership role as outlined by the Terms of Reference of the National Digital Health Steering Committee.

Background

The health information system of Cambodia is fragmented, and the digital health landscape of Cambodia is developing rapidly with many new initiatives being planned and under development. In line with these efforts, Cambodia is finalizing its National Digital Health Strategy and is also planning to develop a digital health enterprise architecture blueprint ad a five-year costed action plan to guide its digital health transformation efforts. DDH was established in 2023 to coordinate and serve as the secretariat to the National Digital Health Steering Committee.

The newly established DDH needs to be strengthened to effectively lead coordination and manage the digital transformation effort within the health sector. Hence, WHO is looking to hire a local consultant to provide technical support to DDH to facilitate the effective coordination and management of the digital transformation for the MoH.

Specific Objectives

Support DDH to effectively coordinate the finalization of the digital health strategy, development of the digital health enterprise architecture blueprint and the 5year costed action plan.
Support DDHโ€™s secretariat functions of the National Digital Health Steering Committee including establishing and convening routine meetings of stakeholders, drafting and disseminating minutes, following up on action points, etc.
Systematically maintaining records of all ongoing digital health efforts and support DDH in providing governance and leadership supportย 

Deliverables

Output 1: ย Coordination of DDH to finalize the digital health strategy, develop the digital health enterprise architecture blueprint and the 5-year costed action plan

Deliverable 1.1: ย Map and develop a national digital Health stakeholder list to then initiate and coordinate a national digital stakeholder workshopย 
Deliverable 1.2: ย Provide technical support to the digital health secretariat for the stakeholder consultation process, including coordination and facilitation of workshops, providing technical inputs for agenda setting, materials development, documentation, and contributing to the development of recommendations to guide the secretariats actions for finalizing and developing the key digital health documents. ย 

Output 2: Serve as secretariat of the National Digital Health Steering Committee, including convening of routine meeting of stakeholders, drafting and disseminating minutes, following up on action points etc.

Deliverable 2.1: ย Support DDH to establish and convene regular meetings of the National Digital Health Steering Committee and the Technical Working Group, including providing technical inputs and supporting the leadership and governance function of DDHโ€™s secretariat role to set the agenda, document recommendations, and manage follow-up actions, etc.ย 
Deliverable 2.2: ย Contribute to DDHโ€™s regular reporting to the National Digital Health Steering Committee on progress made in finalizing the digital health strategy, developing the digital health architecture blueprint and the 5-year costed action plan.ย 

Output 3: Develop a systematic architecture for the digital health secretariatโ€™s record keeping and support DDHโ€™s governance and leadership role within the national digital health ecosystem.ย

Deliverable 3.1: ย Provide technical support DDH to establish systematic processes for managing funded activities, including donor proposals and progress reports, monitoring and evaluation of activities, etc.ย 
Deliverable 3.2: Guide DDHโ€™s systematic tracking and recording of all of the Ministryโ€™s digital health activities as a key contribution to the functioning of the national digital health ecosystem and improve overall coordination and management.ย 

Qualifications, experience, skills and languages

Educational qualifications

Essential: First university degree (bachelorโ€™s degree) in business administration, project management, information technology particularly in software engineering, or in a related field.ย 
Desirable: ย Advanced university (masterโ€™s degree) in business administration, project management, information technology, or in a related field

Experience

Essential: Minimum 5 years' work experience in project management, business administration. Experience in coordination and stakeholder engagement at national level.ย 
Desirable: Experience in working with an international organization. Specific project management in information technology (IT) related work.ย 

Skills/Knowledge

Expertise in project management
Strong reporting and communication skills
Knowledge in IT project management

Languages and level required

Essential: ย  Advance written and spoken fluency in English and Khmer is essentialย 
Desirable: ย Proficiency in other local languages in Cambodia.

Location

On-site: WHO Country Office Cambodia

Travel

The contractor may be expected to travel to the provinces as and when required.ย 

Remuneration and budget

Remuneration: TBDย 
Expected duration of contract: 6 months, June to December 2025
