TERMS OF REFERENCE

Purpose of consultancy: Develop an integrated dashboard with robust inclusion of a list of durable solution indicators disaggregated at the provincial/district level.ย 

Scope of work: (Description of services, activities, or outputs)

In Mozambique, large-scale internal displacement persists. In August 2023, IOMโ€™s Displacement Tracking Matrix documented in Mozambique over 850,000 internally displaced persons (IDPs) and 570,000 returnees across the country, of whom over 138,000 are experiencing protracted displacement due to sudden onset disasters in the central provinces of the country. Further, many returnees face heightened vulnerabilities even after returning to their former place of usual residence or to the vicinity thereof.ย ย 

The data symposium held in November 2023 recognized that theย 2023 update to the Mozambique Common Operational Dataset on Population Statistics (COD-PS)ย serves the dual purpose of (i) providing a robust population baseline for short-term humanitarian needs assessment and response planning and (ii) updating the evidence base on the size, distribution and composition of IDPs and their host communities - which can, in turn, be used to guide evidence-based solutions to protracted forced displacement in Mozambique. Further, the symposium identified potential opportunities in 2024 and beyond to build on the 2023 COD-PS update and further integrate the INGDโ€™s IDP register, WFP vulnerability mapping data, and CRVS/ID data to improve and enrich baseline population and displacement data and estimates in Mozambique. It was recommended that INGD, INE, UNFPA, IOM and WFP coordinate efforts to explore these opportunities for more joined-up population and displacement data systems in 2024.

UNFPA strengthening of existing data platforms at the national/provincial level with robust inclusion of solutions indexes will facilitate the Government, UN agencies / implementing partner and IDPs and host communities. Given the complex displacement data landscape, enhanced coordination and data interoperability are crucial, we will build on the existing work being done by SWGโ€™s Workstream 1 (Data for Solutions), prioritizing the sustainability of efforts through existing collaborations with Government counterparts such as National Statistics Office (INE), National Disaster Management Agency (INGD), and the Ministry of Economics and Finance (MEF).ย 

In addition to UN agencies, the INGD has also collected data on IDPs in the specific districts to utilize the data for humanitarian response as well as for advocacy purposes. However, this data stream is not consolidated and statistically robust, thus is not accessible to the external audiences.

Therefore, this assignment has been conceptualized with the following objectives:ย ย 

Provide technical support to INGD to develop the statistical database ofย ย list of durable solution indicators.ย  Organize theย of list of durable solution indicators from all UN agencies (IOM, UNHCR and WFP) To develop an interactive dashboardย of list of durable solution indicators at the lowest geographical level (e.g. provincial/district) which allows users to make custom tables/maps based on indicators available in database.

Dashboard website features would include an interactive map of districts and an admin post level. The dashboard not only allows users to create custom tables, and compare results across districts, but users can visualise these data through interactive column charts, line graphs, maps, and scatter plots. Users can select indicators and districts of interest, add background characteristics (where possible) such as age, education, and other socio-economic background variables, and instantly see in a chart what is hard to discern in a table. These images are exportable for use in papers and presentations.ย 

Duration and working schedule: The consultancy is for a period of 60 working days. The consultancy will start fromย (01 June, 2025)ย 

Place where services are to be delivered: The consultant will be based at INGD and close coordination with UNFPA in Maputo. ย  Required expertise, qualifications and competencies, including language requirements:

Theย Consultant should have extensive experience in leading dashboard development, deployment, and maintenance particularly in the social sciences, and public health. S/He will possess excellent analytical, communication, and writing skills. Previous experience in conducting analysis from the IDPs will be considered an asset. His/her primary responsibilities will be:ย 

Contribute to identifying the list of key indicators from the list of durable solution indicators, population, housing, and socioeconomic background characteristics, with the close collaboration of INGD and the UNFPA technical team.ย  Advise the different types of graphs/charts, maps, and interactive visualization of the indicators at districts and admin post levels.ย  Provide technical support to prepare data in formats that would ensure the confidentiality of individual records. Develop an integrated different-layer interactive dashboard at the lowest geographical level (district and administrative post level) in the most advanced computer language.ย  Indicator tab: depicts a summary of each thematic area/sub-areas indicators.ย  Output Display divided into two parts:ย  Chart tab: Detecting several graphs/charts of indicators for each indicator. Mapย โ€“showing the indicators by administrative level map The database should develop in such a way that it can be enhanced in the future.ย  To develop the protection of the dashboard with a firewall and have restricted login to the approved users.ย ย  The dashboard should be developed using standard language, such as Laravel PHP and mySQL databases. Please do not use the open sources (ODK etc)

The expected outputs and deliverables are as follows:

Inception report outlining the consultantsโ€™ understanding of the ToRs, and proposed list of indicators and the layout of the dashboard.ย  The report should translate the requirements of the ToR into a practical and feasible approach to the dashboard, and work plan.ย  Presents the draft online version of the dashboard.ย  The PowerPoint should be presented with the contents of the dashboard.ย  The presentation of the dashboard to INGD/UNFPA for review and final approval.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.): All material will be submitted to INGD and UNFPA in soft/electronic form.

Monitoring and progress control, including reporting requirements, periodicity format and deadline: The consultant will be in close coordination with UNFPA, an INGD senior management and other technical staff to ensure quality and standards.ย 

Deliverables and payment schedule:ย 

The key deliverables and payment schedule are as follows:ย 

Milestones: Submit the first Layout of the dashboard with key charts and maps, inception report. Payment (condition upon approval): 40%. ย Finalized dashboard along with report and Upload/link the dashboard to INGD websites, Payment (condition upon approval:ย 60%

Supervisory arrangements: The Consultant will work under the direct supervision Technical Specialist (P&D Team Leader), UNFPA. The Consultant will work with CENOE, and INGD.

Expected travel: Travel is not required.

Required expertise, qualifications and competencies, including language requirements:ย 

Bachelorโ€™s degree or higher in Computer Sciences, Data sciences, or a relevant combination of education for technical consultation.ย  Minimum 3 years of professional experience in the field of dashboard development in social science, preferably in humanitarian context, health, education and Census/DHS.ย  Skilled PHP Developer with hands-on experience in Laravel, MySQL, and HTML.ย  The ideal candidate should be able to implement interactive graphs and reports, build robust APIs, and maintain scalable webย applications.ย  Knowledge of the IDPs indicators, humanitarian context, and socio-cultural issues.ย  Proven ability to work effectively with government officials. Languages: Fluency in oral and written English and knowledge of Portuguese.ย  Excellent interpersonal and general communication skills.

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable: A consultant is expected to use his/her own laptop or any other equipment if required.ย 

Other relevant information or special conditions, if any: Individual consultancy contracts will be signed between the Consultant and UNFPA Mozambique Country Office.
