Purpose of consultancy:

The United Nations Population Fund (UNFPA) is implementing its 9th Country Programme for the Philippines (2024-2028), which is designed to support the priorities of the Philippine Development Plan (PDP) 2023-2028 and the Philippine Population and Development Plan of Action (PPD-POA) 2023โ€“2028. This program is rooted in the principles of the 1994 Programme of Action of the International Conference on Population and Development (ICPD), which underscores the integral link between population and development. A key objective of the 9th Country Programme is to strengthen the capacity and accountability of institutions and actors at national and subnational levels to develop, improve, and implement policies and programs that advance sexual and reproductive health and rights (SRHRR), gender equality, and youth empowerment.ย 

The Philippine Population and Development Situational Report is a critical tool to support these efforts. It will serve as a situational analysis of the country's population and development landscape, with its findings will also serve as a midterm evaluation of the PPD-POA. The report's evidence-based findings will be crucial for guiding national policy and international cooperation, ensuring the realization of SRHRR and the achievement of the demographic dividend.

The primary objective of this consultancy is to engage an individual expert to conduct the evaluation component of the PDSA. This includes desk research on the most updated national data, PPD-POA and other related national plans, and completed the existing population and development programmes within the midterm of the PPD-POA (2023-2028). The findings from this review will serve as the foundation for drafting the PPDSA, based on an outline agreed upon by key stakeholders and aligned with the strategic framework of the PPD-POA 2023โ€“2028. This report will provide a comprehensive analysis of the population and development landscape, assess progress and challenges in implementing the PPD-POA, and offer actionable policy recommendations.

Scope of work:

Inception,ย  Desk Research, and Stakeholder Consultations

Develop an Inception Report detailing the methodology, work plan, and timeline for the consultancy. Conduct extensive desk research to gather and analyze data, reports, and policy documents relevant to the report's chapters. Facilitate preparatory meetings and consultations with PopDev stakeholders

The consultancy is deliverable-/output-based. The consultant is expected to report to and attend occasional meetings at the UNFPA Country Office in Mandaluyong City.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

First Tranche (40%) - a detailed work plan, methodology, and timeline - September 15, 2025 Second Tranche (60%) - Draft result of the desk review and consultations focusing on the evaluation of the PPD-POA, a component of the PDSA. - 31 October 2025

Supervisory arrangements:ย 

The PPDSA Consultant will be under the overall supervision of the Country Representative and direct supervision of the Programme Analyst for Demographic Intelligence Analysis and Planning.

Expected travel:

Travels within Metro Manila for presentations, workshops and meetings

Required expertise, qualifications and competencies, including language requirements:

Education
An advanced university degree (Master's or PhD) in a relevant field such as Population Studies, Demography, Public Policy, Economics, Sociology, or a related social science.

Experience:

Minimum of 7 years of professional experience in conducting research and writing analytical reports, particularly in the fields of population and development. Proven expertise in policy research, program or policy evaluation, and the Philippine context, with a deep understanding of its socio-economic landscape, demographic trends, and national development plans (e.g., PDP, PPD-POA). Demonstrated experience in working with international development organizations, government agencies, and other stakeholders. Strong analytical, research, and writing skills, with the ability to synthesize complex information into a clear and compelling narrative.

Skills:

Excellent command of the English language, both written and oral. Proficiency in data analysis and interpretation. Ability to work independently and meet tight deadlines.
