Purpose of Consultancy:
Consultancy on Political Scanning and Stakeholder Analysis for Comprehensive Gender and Health Education for Youth (CGHEY) Integration in BARMM
The United Nations Population Fund (UNFPA) supports the integration of Comprehensive Gender and Health Education for Youth (CGHEY) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to promote adolescent health, prevent early pregnancies, and ensure young people have access to rights-based and culturally sensitive information on sexual and reproductive health. CGHEY is the localized version of Comprehensive Sexuality Education (CSE) in BARMM.
Recognizing the sensitivities around CGHEY in the BARMM context, UNFPA seeks to better understand the perspectives and policy positions of key stakeholders, including the Bangsamoro Planning and Development Office (BPDO), Bangsamoro Development Investment (BDI), Ministry of Health (MOH), Ministry of Basic, Higher, and Technical Education (MBHTE), and other relevant institutions. This assessment will provide insights into the opportunities, barriers, and strategies for advancing CGHEY integration in a culturally and politically feasible manner.
The overall objective of the consultancy is to conduct a political scan and stakeholder analysis to assess the positions, interests, and concerns of key BARMM institutions regarding CGHEY integration. Specifically, the consultant will:
Map key stakeholders and analyze their perspectives on CGHEY. Identify political, religious, socio-cultural, and policy barriers and opportunities for CGHEY integration in BARMM. Provide strategic recommendations for UNFPA on engaging stakeholders and advocating for CGHEY in a way that aligns with the cultural and political landscape of BARMM.Scope of work:

The consultant will undertake the following tasks:1. Stakeholder Mapping & Analysis
Identify and categorize key stakeholders, including government bodies, religious leaders, civil society organizations (CSOs), and educational institutions relevant to CGHEY integration. Assess the level of influence, interest, and position of each stakeholder regarding CGHEY and/or its related components (i.e reproductive health, human development, protection). 2. Political Scanning Conduct key informant interviews (KIIs) and focus group discussions (FGDs) with government representatives, educators, religious groups, and community leaders. Perform a desk review of existing policies, frameworks, and public statements on CGHEY in BARMM. Analyze the political, policy, and institutional landscape affecting CGHEY adoption. 3. Opportunities & Challenges Identification Highlight key factors that may support or hinder CGHEY integration, including: Political considerations (e.g., legislative support, government priorities) Religious perspectives (e.g., influence of religious institutions, acceptability of CGHEY) Socio-cultural factors (e.g., gender norms, parental involvement, youth attitudes) 4. Recommendations for Engagement Develop tailored strategies for UNFPA to navigate the political landscape and promote CGHEY in a way that aligns with BARMMโs unique governance and cultural context. Propose concrete entry points with risk mitigation measures for advocacy and engagement with stakeholders. 5. Reporting & Presentation of Findings Prepare a comprehensive report summarizing: Key findings and insights from the stakeholder mapping and political scan. A risk analysis of challenges to CGHEY integration. Strategic recommendations for UNFPAโs next steps. The consultant may work remotely but will be required toย conduct in-person interviews and stakeholder engagements in BARMM as necessary.

Regular check-ins will be scheduled to discuss progress and findings.

Required expertise, qualifications and competencies, including language requirements:
The Consultant should possess the following qualifications and competencies:
Education:ย
Advanced university degree in political science, public policy, social sciences, public health, or a related field with two years field experienceOR a first-level university degree (Bachelor) in combination with at least four (4) years of relevant experience in political analysis, policy research, stakeholder engagement, or governance-related work.may be acceptedย
Knowledge and Experience:ย
Strong understanding of BARMM governance structures, socio-political dynamics, and cultural sensitivities. Prior experience working on education, adolescent health, or sexual and reproductive health issues, preferably in BARMM. Demonstrated experience in conducting stakeholder mapping, political scanning, and policy analysis. Excellent analytical, writing, and communication skills. Fluency in English; proficiency in Filipino and local dialects (e.g., Maguindanaon, Maranao) is an advantage.Core Competencies:
