The Social Assistance Family Package (SAFP) is a cornerstone initiative under Cambodiaโ€™s National Social Protection Policy Framework (2016โ€“2025), designed to uplift poor and vulnerable households by enhancing human capital and building long-term resilience. Administered by the National Social Assistance Fund (NSAF) in coordination with key ministries and sub-national administrations, the SAFP consolidates multiple targeted cash transfer schemesโ€”including support for pregnant women, young children, the elderly, persons with disabilities, school children, and individuals living with HIV/AIDS. Following its official launch in April 2024, the SAFP has transitioned from emergency COVID-19 cash transfers to a more integrated and sustainable social protection model. A pivotal advancement is the development of the Cash Plus model, which links financial assistance with referrals to essential services such as healthcare, education, vocational training, and livelihood support. The programme also aims to enhance household resilience to climate-related and other shocks.

To effectively operationalize the Social Assistance Family Package (SAFP)โ€”a complex, multi-sectoral programme under Cambodiaโ€™s National Social Protection Policy Frameworkโ€”and to support the development and enhancement of related applications and systems, a National IT Specialist is essential. This specialist will assist the National Social Assistance Fund (NSAF) in designing and implementing robust digital solutions, including mobile applications for the Family Package Cash Plus referral and social services, as well as modules for monitoring, risk and vulnerability assessments, and feedback mechanisms. A key focus will be ensuring interoperability with other social protection platforms, such as monitoring and evaluation systems, TVET, the Disability Management Information System (DMIS), and other relevant databases. The IT App/MIS Specialist will play a critical role in enabling integrated beneficiary management, tracking referrals to essential services, incorporating shock-responsive features for crisis response, and supporting real-time monitoring and performance reportingโ€”ensuring transparency, accountability, and continuous programme improvement.

Beyond technical functionality, this digital infrastructure will be the backbone of the SAFPโ€™s Cash Plus model, enabling seamless coordination between cash transfers and complementary services such as healthcare, education, vocational training, and livelihood support. It will also facilitate the expansion of referral networks, strengthen service access points, and support quality assurance mechanisms across sectors. By empowering local actors and ensuring holistic service delivery, the system will be instrumental in achieving the SAFPโ€™s goals of comprehensive coverage, cost-efficiency, long-term sustainability, scalability, and resilience.

Minimum Qualifications required:

A bachelorโ€™s degree or equivalent in computer science, software engineering, or a related field Minimum 2 years of experience in software development, Mobile/App development, or related fields is required.

Knowledge/Expertise/Skills required:

Solid Experience building Progressive Web Applications, Native Android applications in JAVA, Native IOS applications in SWIFT Advanced Java and Swift coding, debugging, and compilation experience. Knowledge of using the Flutter framework Experience with programming in Objective-Cย  .NET coding experience is a plus. Proven experience interfacing securely with core banking systems Expert level coding and programming using PHP, the Laravel Framework (or other PHP frameworks) Extensive working experience in implementing complex database structures Ability to write unit tests, perform other code tests, and UI and UX testing. Proficiency in designing and implementing secure systems that utilizes a multitude of real-time transactions
