The Consultancy:ย 

The purpose of this consultancy is to hire a national Demographic Expert to lead the collaborative development of the second two years of Executive Plan 2026-2027 for the National Population Strategy (NPS) 2023-2030, by working closely with the National Population Council (NPC) and UNFPA Egypt. The consultancy includes also reviewing and assessing the outcomes of the preceding 2024-2025 executive plan and its alignment with the ongoing accelerated plan designed to expedite realization of the NPS objectives and targets.

The Demographic Expert will be co-supervised by the UNFPA Population and Development Analyst and the NPC Rapporteur

Scope of Work:ย 

As a global platform for showcasing Egypt's efforts in harnessing its human capital for comprehensive development, the 3rd Global Congress on Population, Health and Human Development will be held in Egypt in early November 2025. The NPC and UNFPA intend to present the results of this consultancy during the Congress.

The National Strategy for Population and Development (2023-2030) is composed of key strategic pillars: 1) ensuring reproductive rights, 2) investing in human capital, 3) education, 4) communication for development, 5) womenโ€™s empowerment with both population governance and population and environment as cross-cutting themes.ย 

In a participatory approach, led by NPC and UNFPA an executive plan covering the first two years 2024-2025 was developed that includes complete matrices for the NPS pillar.ย The plan also set targets to cover the period 2023-2030. In addition, an accelerated plan was developed by NPC to expedite the achievement of the National Strategy's objectives, focusing on improving population characteristics, addressing the unmet need for family planning and unwanted pregnancy, as well reaching a total fertility rate to 2.1 births per woman and lowering the population density by the end of 2027. This accelerated plan emphasizes targeted interventions in \"73 red areas\" with low population index scores according to the available 29 composite indicators. ย 

In full coordination with the NPC head office and UNFPA country office, the Demographic expert will be responsible for the following:

Review/Assess progress of the NPS Executive Plan 2024-2025:ย 

Review the implementation progress against planned results and targets using monthly reports of line ministries on the relevant e-portal.ย  Analyse additional reports and studies from line ministries to substantiate the reported progress and data quality. Identify challenges and recommend necessary corrective actions, considering quality, relevance, and efficiency.ย  Conduct interviews with selected line ministries and stakeholders to gain insights into data quality, coordination, and areas for improvement.

Develop the new NPS Executive Plan 2026-2027

Based on the impact/outcome indicators and the set targets in the NPS, and the review of the progress of EP 2024-2025, the new EP will be developed.ย  This includes review the goals and objectives, identify the strategic interventions (logical outputs/sub-outputs/activities), implementation timeline, implementing agencies, indicators with baselines, yearly targets, means of verification, responsible entities, and the associated risks.ย  In addition, to an estimated budget to cover the cost of implementation.ย 

Improving Yellow Zone Performance and Harnessing Green Zones strength

One key objective of this consultancy is to develop a plan for improving demographic indicators in \"yellow zone\" regions to achieve \"green zone\" status. This plan should include targeted interventions addressing identified service, resource, and practice gaps. The expert will also explore and recommend strategies to capitalize on the positive performance and existing capacities within \"green zone\" areas to ensure sustainable improvement across all regions.

Foster a Participatory Approach Under NPC Leadershipย 

Conduct meetings and interviews with line ministries and relevant stakeholders to ensure cross-coordination and their full involvement in the development of the new plan. Organize briefing and debriefing workshops for all stakeholders.ย Present findings and progress as needed.

The Demographic Expert will deliver the following

Inception report detailing how the expert intends to approach the tasks outlined in the TOR to develop the new NPS Executive Plan 2026-2027 to ensure a shared understanding between the consultant, UNFPA, and the NPC.ย  ย  ย  The inception should include methodology, work plan and timeline, stakeholdersโ€™ engagement plan and potential risks. (by End June 2025) Progress Assessment Report of the NPS Executive Plan 2024-2025 with clear and actionable recommendations for corrective actions, considering quality, relevance, and efficiency.ย  (by End July 2025) New NPS Executive Plan 2026-2027: aligned with the impact/outcome indicators and targets of the National Population Strategy (2023-2030) and the progress of the 2024-2025 Executive Plan. (by Mid-October 2025) Plan for Improving Yellow Zone Performance and Harnessing Green Zone Strengths, with actionable strategies to ensure sustainable improvement in demographic indicators across all regions (by mid-October 2025) Report on the Participatory Approach, documenting the cross-coordination and the full engagement of stakeholders in the development process of the new Executive Plan. (by mid-October 2025) A comprehensive presentation based on the final report consolidating all the above deliverables, providing a clear roadmap for the implementation of the new NPS Executive Plan 2026-2027, informed by the progress of the previous plan and strategies for ensuring realization of targets. (by end October 2025)

Monitoring and progress control, including reporting requirements, periodicity format and deadline

Biweekly virtual or in-person meetings with NPC and UNFPA to monitor the progress and submission of the deliverable as per the stated dates. NPC will coordinate the communication and arrangement of interviews/briefing and debriefing workshops between the expert and line ministries and other stakeholders. NPC will provide the expert with the reports pertaining to the progress of the NPS EP 2024-2025 and other relevant plans and background documents.

Qualifications and Experience:ย 

Education:ย ย 

Advanced degree (Master's or PhD) in Demography, Population Studies, Public Health, Development Studies, Social Sciences, Statistics, or a closely related field.

Knowledge and Experience:ย 

Minimum of 15 years of relevant professional experience in demographic analysis, population policy development, or strategic planning, preferably in a developing country context. Demonstrated experience in developing strategic plans and M&E frameworks. Proven experience in conducting research, data analysis, and report writing. Experience working with government agencies, international organizations (especially the UN), or NGOs is highly preferred

Languages:ย 

Fluent in both Arabic and English Languageย 

Required Competencies:ย 

Strategic Thinking: Ability to analyse complex situations, identify strategic priorities, and ensure strong connections and synergy between various components. Analytical Skills: Strong ability to collect, analyse, and interpret data to inform decision-making. Communication Skills: Excellent written and verbal communication skills, including the ability to prepare clear and concise reports and deliver effective presentations.
