Background:

The OSCE Programme Office in Dushanbe (POiD) is involved in a wide range of activities, ranging from arms control, counter-terrorism, and border management projects to disaster risk reduction, good governance, trafficking in human beings, and gender equality.

Under the direct supervision of the Reporting and Communications Officer (S2), the incumbent works in the POiDโ€™s Communications and Reporting Unit (CRU) to advise on and manage Office-wide communication and public information. CRU is one of three units embedded in the department of the Office of Head of Office (OHoO), under the overall supervision of the Senior Executive Officer (SEO).


Tasks and Responsibilities:

Under direct supervision of the Reporting and Communications Officer, and the overall supervision of the Senior Executive Officer, the National Communications and Outreach Officer is responsible for the following tasks:

1. Managing Social Media Platforms:

- Overseeing the maintenance and management of the OSCE Programme Officeโ€™s social media accounts, including Facebook, Instagram, X/Twitter, LinkedIn, and other platforms, on a regular basis to enhance public engagement and visibility, and ensuring the target audience is reached and interactively engaged;

- Ensuring consistency of POiDโ€™s social media accounts with its social media strategy and with accounts managed by OSCE executive structures and other relevant international partners.

2. Creating Content for Communication and Visibility:

- Developing creative, high-quality content for social media platforms targeting specific audiences (texts, graphics, multimedia, etc.), where possible in English, Tajik, and Russian, and coordinating content creation with Heads of Departments and Units and within CRU as relevant;

- Preparing high-quality outreach materials (e.g., fact sheets, reports, promotional items) to raise public awareness of the OSCE and POiDโ€™s work, and engaging external consultants and/or companies, where needed, for the professional production of visibility materials.

3. Developing and Advising on the Implementation of the Visibility Plan and Communication Strategy:

- Drafting and implementing an annual visibility plan aligned with the Officeโ€™s overall strategy, integrating streamlined visibility actions and events planning to showcase high-level meetings, work across all three dimensions, and other initiatives, thereby ensuring effective communication.

4. Advising Senior Management on Communication Matters:

- Advising the Head of Mission (HoM), Deputy Head of Mission (DHoM), and Senior Management on communication-related matters, preparing outreach materials, and supporting the development of a cohesive Office-wide Communications Strategy.

Necessary Qualifications:

First-level university degree or equivalent in communications, journalism, public relations & marketing, graphic design, international relations, or related fields, with specific expertise in digital media and visibility strategies;Minimum of two years of relevant professional experience in communication, public information, or social media management, preferably in an international organization;Strong knowledge of social media platforms, content creation tools, and strategiesProfessional fluency in English and Russian with excellent communication (both oral and written) skills; fluency in Tajik is an asset;Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;Computer literate with practical experience using Microsoft applications.


Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,682.08 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
