Background:
The post is located in the Department for Security Co-operation (DSC) that implements the Security Co-operation (SC) Programme, including two Unified Budget (UB) projects: Anti- Terrorism & Cybersecurity (ATCS), and Security Sector Governance & Co-operation (SSGC). The ATCS Project advances the counter-terrorism policy and legislative framework, including as pertains to financing of terrorism and terrorist movement, to improving the rehabilitation and reintegration of foreign terrorist fighters (FTF) and their families, and to preventing violent extremism and radicalization conductive to terrorism. The project also includes a cybersecurity portfolio which prioritizes the establishment of the strategic and legislative framework and relevant mechanisms.
The main purpose of the role is to manage and implement the anti-terrorism and cybersecurity project. The incumbent advises the Head of Security Co-operation on programme matters, ensuring alignment with Mission and Department strategy. He/she provides analysis on antiterrorism and cybersecurity developments, prepares reports, and ensures cost-effective use of resources. He/she serves as the Missionโs focal point on anti-terrorism and cybersecurity, providing expert advice to senior management and field offices. He/she liaises with OSCE bodies, other field operations, and international/domestic institutions and represents the Mission at national and international events.
Tasks and Responsibilities:
Under the direct supervision of the Head of Security Co-operation (S4), and the overall supervision of the Deputy Head of Mission (DHoM), should you be selected for the position, you will tasked with the following duties:
1. Representing and speaking on behalf of the Mission for all Mission programming on anti-terrorism and cybersecurity, ensuring consistency across projects in the development of effective interventions in response to the identified needs, and in the allocation of focus and resources, including the development and implementation of strategies and projects related to anti-terrorism and cybersecurity;
2. Ensuring that all anti-terrorism and cybersecurity projects and activities across Missionโs programmes are consistent by co-ordinating with the Human Dimension Department, the Policy and Planning Section, and the Press and Public Information Unit, and effectively chairing and/or participating in internal co-ordination mechanisms/bodies. Acting as the Missionโs focal point for communication and co-ordination of activities on anti-terrorism and cybersecurity with the OSCE Secretariat, TNTD;
3. Based on research and analysis of current political-security situation, advising the Head of Security Co-operation and HoM on capacity building in BiH public and private sectors aimed at assisting BiH to achieve full compliance with OSCE politico-military commitments and good governance in the security sector, with a focus on issues relating to anti-terrorism and cybersecurity;
4. Providing analysis of current and long-term trends and issues pertaining to anti-terrorism and cybersecurity as it affects BiH. This includes analyzing and recommending work of the OSCE and/or other organizations and donors in the fields of anti-terrorism and cybersecurity in BiH;
5. Acting as Missionโs focal point for government-wide projects within the scope of work of the antiterrorism and cybersecurity portfolios, by maintaining close working relationships with the BiH Ministry of Security, the Monitoring Body for the Implementation of the BiH Strategy for Preventing and Combatting Terrorism, Neretva Group on Cybersecurity and other relevant BiH counterparts, as well as with relevant international actors, including EUD-EUSR and embassies;
6. Managing and overseeing the implementation of all programmatic activities aimed at strengthening the response to terrorism, violent extremism and cybersecurity, including the organization of seminars, workshops, briefings, courses, international visits, research, publications and other.

Remuneration Package:
Monthly remuneration, subject to social security deductions is 4,239.42 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.
Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
