Background:

The work of the Programme Office in Bishkek focuses on a range of security and economic issues, including countering terrorism and transnational threats such as human trafficking, to developing the countryโ€™s regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality, and building open and resilient societies. The Politico-Military department focuses on creating greater openness, transparency and co-operation and develops the worldโ€™s most advanced regime of arms control and confidence-building measures. Areas of work include reforms in the security sector and the safe storage and destruction of small arms, light weapons and conventional ammunition. The post is located in the Border and Customs Unit of the Politico-Military Department (PMD) and supports the host country in strengthening border security and customs management in line with the OSCE Border Security and Management Concept (BSMC). The unit focuses on developing and implementing risk-based approaches, enhancing inter-agency cooperation, and improving customs procedures to counter illicit trade and trafficking.

Main Purpose:

To provide substantive input to the Politico-Military Departmentโ€™s Arms Control Projects in planning, implementation, and management, including by providing guidance and advice and holding responsibility for the delivery of assigned activity outcomes or aspects, as well as by adapting internal processes, techniques, materials and/or equipment to meet specific project needs. Working under close supervision and guidance of the Head of the Politico-Military Department, the National Arms Control Officer drafts, designs and implements projects, reports, presentations and other substantive work outputs, provides experience in the analytical processes of project planning and implementation. He/she provides professional technical support in the field of arms control management; conducts research, collates, syntheses and presents data and information in a required format; provides technical-level advice and guidance and capacity-building support; extends stakeholder coordination, ensuring that all initiatives reflect security challenges.

Work Relationships:

The National Arms Control Officer reports directly to the Head of the Politico-Military Department (HPMD), while the Deputy Head of Mission (DHoM) acts as a second-level supervisor. The National Arms Control Officer supervises one Programme Associate within the project implementation team of the PMD. The National Arms Control Officer works directly with host country counterparts across partner ministries, as well as collaboratively with key personnel of other dimensions within the OSCE. Internal contacts are mainly with the project implementation team to obtain and clarify information related to project implementation and to provide functional support to the project implementation. External contacts are mainly with national project counterparts, representatives of the Ministry of Defense of the Kyrgyz Republic (MoD), Ministry of Economy and Commerce of the Kyrgyz Republic (MoEC) and State Committee for National Security of the Kyrgyz Republic (SCNS) to exchange and discuss information on project background and implementation and to explain standardized aspects of project formulation and implementation.


Key Functions and Results:

Under the overall supervision of the Head of the PMD, the successful candidate will be tasked with the following duties:

Providing advice and support for programme planning and implementation by evaluating arms control issues and related security sector matters in terms of potential OSCE assistance to the relevant host country ministries; identifying and establishing partnerships with host country authorities at the working level to build productive working relationships; Designing project proposals and implementation plans, incorporating supporting flow charts, schedules, graphs and tables; implementing projects related to arms control by developing comprehensive project documentation, including narratives, financial reports and evaluations; monitoring project activities, maintaining records, assessing progress and reporting findings to supervisors; identifying national and international experts as well as implementing partners to support activities related to arms control and security; Promoting compliance with international and regional arms control frameworks; providing advice on managing stockpiles of SALW and ammunition, ensuring compliance with international standards and best practices; Acting as a liaison with working-level representatives of government institutions, civil society and international organizations to co-ordinate arms control initiatives; facilitating the organization of workshops, training sessions and conferences on arms control issues, ensuring knowledge-sharing and capacity-building; attending and contributing to working groups, providing updates and feedback on arms control projects and priorities; Supporting stakeholders with the provision of relevant information about arms control developments; preparing inputs for documentation on arms control topics, detailing current challenges, progress and emerging trends in the field; assisting in hosting and briefing visiting delegations, including representatives from international organizations, donor agencies and government institutions, offering insights into the current status of arms control initiatives and challenges in the host country; compiling reports and providing recommendations for strengthening arms control measures, assessing potential risks and suggesting practical solutions to enhance compliance with international and regional frameworks; Conducting field visits to monitor the implementation of arms control initiatives, assessing their progress and providing on-the-ground support; working closely with working-level counterparts in local authorities, security forces and other stakeholders to ensure that projects are being executed effectively and in accordance with agreed objectives; participating in follow-up actions and discussions with relevant partners to evaluate project outcomes, addressing challenges and ensuring alignment with the host country's arms control goals and international commitments;

Necessary Qualifications:

First-level university degree in law, security, military or political science, economics or public administration or related field; Minimum two (2) years of working experience in the field of arms control, security, law enforcement agencies or paramilitary organizations. Experience in an international organization, government institution, NGO or law enforcement agency is an advantage; Minimum of one (1) year of supervisory experience; Established knowledge of the subject matter, specifically in the area of arms control and disarmament; Extensive experience in project planning, implementation, monitoring and evaluation; Ability to collect and comprehend various information to perform appropriate analyses; Advanced computer literacy with practical experience in Microsoft Office applications; Ability to work under pressure and tight deadlines; Excellent spoken and written communication skills in English and Russian/Kyrgyz languages; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.


Remuneration Package:

Monthly remuneration, subject to social security deductions is 1569 Euro/month. Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level.
