New York Portfolio Office (NYPO) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

The Sustainable Development Cluster (SDC) supports diverse partners with peacebuilding, humanitarian, and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP). It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners headquartered in New York. The SDC has a footprint of approximately 125 countries.

UNOPS DSIP has been requested to support The Forest & Climate Leadersโ€™ Partnership (FCLP).

The Forest & Climate Leadersโ€™ Partnership (FCLP) was launched by world leaders at COP27 and aims to accelerate global progress to halt and reverse forest loss and land degradation by 2030 while delivering sustainable development and promoting an inclusive rural transformation, through a voluntary and focused partnership of countries that are making a strong contribution to this agenda through national action and international collaboration. The importance of the target in the Glasgow Leaders Declaration on Forests and Land Use of halting and reversing forest loss by 2030 has now been emphasized by the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement in the outcome of the first global stocktake under the Paris Agreement.

To achieve its mission the FCLP members intend to:

  1. Maintain high-level political attention on forests and climate;
  2. Provide their combined political support to accelerate and scale implementation of a prioritised number of Policy Action Areas;
  3. Support implementation of the participating countries' self-determined national goals and encourage all countries to be even more ambitious over time; and
  4. Demonstrate impact and be answerable for commitments made.

    The FCLPโ€™s strategic direction is determined by the Steering Committee, comprising ministers from FCLP member countries, on behalf of their leader. The initial Steering Committee comprises Colombia, Costa Rica, DRC, France, Germany, Ghana, Guyana, Kenya, Norway, UK and USA, and is Chaired by the United Kingdom and Guyana. 32 countries are now members of the FCLP, which together make up 35% of the worldโ€™s forests and over 60% of GDP.

    The FCLP is supported by the Secretariat, which is managed and operates under the oversight of the Secretariat Board. Staff work remotely.

    The role of the National Action Lead in the FCLP Secretariat is to lead FCLPยดs Pillar 3 โ€“ โ€˜National Climate and Forests Actionโ€™, as well as provide support for different FCLP workstreams led by members. Specifically, this means working alongside the Deputy Director of Policy to support a well-managed process and to engage with key governments and partners to support delivery.

    Functional Responsibilities

    In 2024 in Oslo, the Steering Committee discussed how to take forward work in support of Pillar 3 - โ€˜National Climate and Forests Actionโ€™. The Secretariat has consulted with interested members on the development of a strategic document that sets the route towards the implementation of Pillar 3 - โ€˜National Climate and Forests Actionโ€™.

    The National Action Lead will support the implementation and full operationalization of the strategic document, including its work plan, supporting FCLP members in achieving the Glasgow Leadersโ€™ Declaration commitment.

    • Develop an implementation plan based on the agreed strategy and work with members to agree the work plan.
    • Coordinate implementation with FCLP members and partners.
    • Support the preparation of documents, presentations, analysis, and plans for Pillar 3 implementation.
    • Support alignment between FCLP and other global alliances.
    • Support engagement between global south country members, establishing an adequate space for their interaction. 2. Provide policy and strategic support to FCLP members that design and/or are implementing country packages:
      • Support the organization of meetings, dialogues, and events linked to country packages, including support to country package co-lead governments.
      • Support the International Working Group (IWG) as well as the Country Package Advisory Group (PAG).
      • Identify and coordinate work with new and existing partners to support the country package process.
      • Support the design of tools and materials for country package dissemination and lessons learned.
        Monitoring and Progress Controls

        A work plan will be developed based on the UNOPS PER cycle and serve as the overarching document to monitos progress and record performance. Education/Experience/Language requirements

        Education

      • An advanced university degree (Masterโ€™s or equivalent) preferably in environment, policy, law, international relations, economics or related field with five (5) years of relevant experience is required; OR
    • First level university degree (Bachelorโ€™s or equivalent) preferably in environment, policy, law, international relations, economics or related field with seven (7) years of relevant experience.

      Required Experience and skills

    • Relevant experience is defined as experience working on forests and land-use, climate change, REDD+, Indigenous Peoples, and Local Communities rights, carbon markets,
  5. Experience working with government systems and understanding different dynamics in a diverse range of governments.
Experience of managing complex projects/processes, and work with a number of different stakeholders. Experience engaging with high-level actors, including Ministers and preferably Heads of Government, is required. Experience of and knowledge of REDD+ is required. Experience and understanding of all aspects of UNFCCC climate COPs and other high-profile climate and nature processes.

Even though the level of the position is indicated as IICA-2, depending on the incumbent's personal situation (candidate with national ID or resident permit), a local fee scale (LICA-10) might be applied in determining the contractor's fee.
