Name of Service: National Consultant to conduct the sectoral baseline assessment on estimated plastic use and waste generation from the tourism sector in Lao PDR.
Project: Phase II- Global Plastics Innovation Program (GPIP): Addressing Plastic Pollution through Policy, Innovation, and Awareness Raising.

Description of the Assignment:
The objective of this consultancy is to conduct an in-depth sectoral analysis of plastic consumption and pollution in the tourism sector in Lao PDR. This analysis will provide a detailed understanding of the current situation, including waste generation, management practices, and leakage, as well as propose actionable recommendations for reducing plastic waste. In collaboration with the International Consultant, the National consultant will be responsible for the following tasks:
1) Lead analysis of the current situation: the below work will be led by the national consultant who will provide initial data collection and analyses for the international consultant to further work on:

Brief overview of Lao PDR (population, economy, significant tourism)

Short description of the current situation of plastic import, consumption, waste quantities, and management, disposal, and leakages in Lao PDR with graphics, diagrams, and data where available

A brief analysis of current policies and legislation in Lao PDR to regulate/control single-use plastics (including financial incentives and disincentives that have been applied to reduce plastic); manage plastic waste from the tourism sector; and prevent leakage into the oceans, including an evaluation of the degree of effectiveness.

Amount of Solid Waste and Plastic Fraction
· Estimate the total amount (in terms of weight and volume) of solid waste generated by the tourism sector.
· Determine the waste composition within the total waste, with particular emphasis/analysis on plastic waste fractions such as PET, HDPE, PVC, LDPE, PP, and PS.
· Establish a tourism value chain and identify the sources of plastic waste along the chain and the percentage contribution of each stage.

Current Waste Management and Infrastructure
· Analyze how plastic waste is handled and disposed of, based on primary and secondary data and interviews with stakeholders.
· Provide information on the number and capacity of landfills, type of landfill, and waste diversion practices.
· Describe the presence and capacity of recycling companies and the role of the informal sector in recycling.

Establish solid waste (in general) and plastic waste (in particular) flow diagrams for the Philippine tourism industry sector that can be representative of national situation through the assessment of waste collection and recycling rates, including the proportion of plastic recovery vs. disposal and leakage. Present Sankey diagrams and analysis (This work will be led by an international consultant with support from a national consultant)

2) Estimate plastic consumption and volume of plastic waste generation in the tourism sector: The national consultant will be responsible for the following tasks this entails analyses of the following:

Hotels and Tourist Volumes: Analyze the number of hotels, tourist volumes, and their characteristics using data from national and local authorities, tourism stakeholders, and business associations (e.g., Ministry of Culture and Tourism and Hotel and Restaurant Association).

Plastic Waste in Hotels, Restaurants, and Retail Stores in Tourism Sites: Examine the types and quantities of plastic waste generated in a sample of hotels, restaurants, and other tourism facilities and services at key destinations, and relate SUP waste volumes to tourism volumes.

Per Capita Waste Generation by Tourists: Estimate the per capita plastic waste generation of tourists by drawing on existing studies on the environmental impact of tourism in Lao PDR.

Building on the analysis above, develop a methodology for plastic baseline assessment for the tourism sector that can be adopted in other countries.

Good local Initiatives: Analyze local initiatives aimed at reducing plastic waste and their effectiveness in managing post-consumer plastics in tourism. Provide a brief description of successful initiatives in tourist destinations to ban or limit single-use plastics.

3) Identify priority measures and develop pathways to plastic-free and carbon-neutral tourism: This includes:

Discuss the challenges and bottlenecks that hinder plastic reduction in the tourism sector;

Recommend priority measures and strategies to reduce plastic waste in the tourism sector. These measures could include policy interventions (e.g. bans on SUPs, EPR), strategies for reducing plastic consumption, promotion of sustainable alternatives (e.g. biodegradable materials), refill stations, educational campaigns, enhancing recycling efforts, and promoting sustainable alternatives to SUPs.

4) Present policy options and develop countries’ capacity in developing and implementing policy options to end plastic pollution from the tourism sector at a UNDP webinar, with participation from key stakeholders. The presentation shall include the following contents
