Organizational Setting

In April 2025, the Multi-Partner Trust Fund (MPTF) for the Sustainable Development of the Brazilian Legal Amazon approved the project UNJP/BRA/097/UNJ โ€œEnvironmental Regularization Project through Land Governance and Territorial Planning, as a Pillar for Sustainable Development / Land for Women Projectโ€. The intervention was conceived by the Colonization and Land Institute of Maranhรฃo (ITERMA) and will have the Food and Agriculture Organization of the United Nations (FAO) as the implementation agency.ย 
The \"Land for Women\" project aims to promote land and environmental regularization in settlement areas and rural communities in Maranhรฃo with a priority focus on women heads of household. Seeking to reduce social inequalities, expand territorial governance and promote sustainable agricultural practices, the intervention will combine land titling actions, training in sustainable practices and entrepreneurship, access to credit and environmental monitoring, with a view to guaranteeing land security, promoting access to public policies and strengthening economic autonomy.ย 
The project is organized into three components/project outcomes, namely:
โ€ข ย  ย Formalization of women's land in rural and traditional communities.
โ€ข ย  ย Training in bioeconomy practices, sustainable management and female entrepreneurship.
โ€ข ย  ย Technical capacity of the governments of Maranhรฃo and Parรก for land monitoring and environmental enforcement strengthened.

Reporting Lines

The incumbent reports to the Assistant Representative in FAO Brazil โ€“ Programme and under the technical guidance of the Better Life Technical Area Coordinator of FAO in Brazil.


Technical Focus

The MPTF Project Coordinator will oversee the implementation of the โ€œEnvironmental Regularization Project through Land Governance and Territorial Planning, as a Pillar for Sustainable Development / Land for Women Projectโ€, ensuring that activities are executed in accordance with the agreed Project Document (ProDoc), workplans and budget. For that, the incumbent will be responsible for coordinating actions at the institutional level with partner entities and public and private key actors, as well as providing technical leadership for the performance of the tasks foreseen in the project's work plan, ensuring the participation of different actors and the implementation of a gender approach, and for other daily coordination duties.ย 

Tasks and Responsibilities

โ€ข ย  ย Coordinate the timely and quality implementation of project components and the execution of activities providing technical support and ensuring appropriate linkages among components, contracts and concerned actors.

โ€ข ย  ย Develop and review Terms of Reference (TORs) of the affiliate workforce and of Service Providers (SPs) and ensure compliance with current standards and regulations.
โ€ข ย  ย Coordinate the preparation and adjustment of annual workplans, budget revisions, procurement and recruiting plans.
โ€ข ย  ย Support the implementation of activities by national project personnel in order to make sure timelines and workplans, as well as environmental, socioeconomic and gender safeguards, are followed and complied with.
โ€ข ย  ย Liaise with project stakeholders, such as the Colonization and Land Institute of Maranhรฃo (ITERMA), state and national institutions, target beneficiaries, UN entities, civil society organizations, and others, to agree on implementation arrangements (technical, operational, administrative and logistics) and participation in activities.ย 
โ€ข ย  ย Organize and lead project meetings, workshops and other technical activities in alignment with the Project Document and workplans.ย 
โ€ข ย  ย Prepare, carry out and/or facilitate project field missions, supervision visits and/or technical support training sessions for the target communities and for government agencies and institutions, and others, as per the ProDoc. ย 
โ€ข ย  ย If applicable, ensure interventions are well coordinated with other FAO and non-FAO projects in the region and build on FAO comparative advantage, successful practices and lessons learned.
โ€ข ย  ย Monitor project implementation and delivery and prepare project progress reports and briefs as required by FAO and by the donor.
โ€ข ย  ย Prepare the project terminal report and validate it with the necessary stakeholders before submission to the MPTF Office.ย

Minimum Requirements ย 

โ€ข ย  ย Postgraduate degree (Masterโ€™s degree or equivalent) in Land Governance, Land Policy or Land Register, Territorial Development, Agrarian Sciences, Environmental Sciences, Geography or other similar areas.
โ€ข ย  ย Minimum of five (5) years of responsible professional experience in the management of field projects in Brazil related to: sustainable land management, land tenure and governance, territorial development, family farming and or other similar areas.
โ€ข ย  ย Working knowledge of Spanish and / or English (level C) and Portuguese (level C)
โ€ข ย  ย Brazilian nationality.
