Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The temporary position is based in Port-au-Prince and is located in the Movement Control Unit. The incumbent will report to the Chief of Unit, Movement Control or her/his designate. ResponsibilitiesWithin delegated authority and depending on location, the Movement Control Officer, P-3 may be responsible for the following duties: โข Manages and supervises the activities of the Joint Movement Control Center (JMCC) or a regional movement control office within a specific geographic area in a field mission. โข Ensures the provision of reliable, cost effective and efficient movement control services for the transportation of passengers and cargo (including dangerous goods requiring special handling) within the area of responsibility. โข Provides technical advice to the substantive and support elements of a field mission on all aspects of the transportation activities. โข Coordinates the provision of efficient movement control support for the integrated search and rescue operations for UN transport assets and other transport assets upon request. โข Supervises the preparation of operational plans, performance reports and responses to internal and external audit observations. โข Develops and implements inputs for the standard operating procedures for the movement control related processes. โข Ensures that quality control procedures are implemented for all work processes. โข Ensures the accuracy and validity of data recorded in the management information systems. โข Develops, in consultation with the Chief of Unit, Movement Control, cost-effective and efficient transport plans, accessing the modalities of different means of transport, examining the costs and benefits of outsourcing transport functions and their feasibility in operational terms. โข Evaluates short-term aviation, sea and surface transport contracts. โข Liaises with UN agencies, government and non-government organizations, intergovernmental agencies and vendors for the provision of transport support. โข Develops inputs for budget proposals for the field mission's movement control operations. โข Coordinates the requisition process with purchasing authorities to ensure that bidding and approval activities meet required timetable. โข Determines technical specifications for movement control services and develops statements of work/requirements. โข Provides responses to UNHQ during the vendor's evaluation to ensure that vendorโs proposals meet technical requirements. โข Ensures that UN financial regulations and rules are complied with in all activities of the subordinate elements. โข Participates in various field mission administrative bodies such as the Local Committee on Contracts, the Tenders Committee, the Local Property Survey Board and Boards of Inquiry. โข Participates, in collaboration with insurance specialists, in resolving problems related to insurance policies for movement control services. โข Acts as a Line Manager to Sub-Unit Managers. โข Manages the allocation and rotation of appropriate work assignments. โข Coordinates the individual annual Work Plans for Sub-Unit Managers and produces detailed performance assessments and evaluations for the subordinate staff as required. โข Develops training courses, workshops and other related training activities. โข Develops inputs for and implements the Movement Control Unit Training Plan. โข Performs other related duties as required. EducationAdvanced university degree (Masterโs degree or equivalent degree) in supply chain management, business administration, public administration, engineering, transportation management or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationCertification (not necessarily current) in Dangerous Goods transportation in accordance with the rules and regulations of the International Air Transport Association (IATA) and/or the International Civil Aviation Organization (ICAO) and/or International Maritime Organization (IMO) is required. Work ExperienceA minimum of five (5) years of progressively responsible experience in movement control, multi-modal transportation, airline operations, or transport logistics management including, preferably two (2) years of experience in a UN entity and at least one two (2) years in a supervisory position directly related to the coordination of complex multi-modal transport operations in the international environment is required. Experience in the use of IATA and/or IMO rules and procedures for the transportation of dangerous goods is required. Experience in planning and coordinating large scale personnel movements by air is required. Experience in freight forwarding including planning and coordinating large scale cargo movements by sea is required. Experience performing technical evaluations of large-scale personnel and freight service proposals is required. Experience in quality management is desirable. Experience in international operations in a post conflict environment is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
