BACKGROUND

The United Nations Development Programme (UNDP) serves as the UN Development Systemโ€™s integrator for collective action to achieve the Sustainable Development Goals (SDGs). UNDPโ€™s partnership with the Global Fund, aligned with its 2022โ€“2025 HIV and Health Strategy: Connecting the Dots, contributes directly to the UNDP Strategic Plan and the 2030 Agenda. As interim Principal Recipient (PR), UNDP works with national partners to manage and oversee Global Fund grants while building institutional and health system capacity for national entities to eventually assume the PR role. UNDPโ€™s value lies in delivering integrated development solutions that strengthen institutions and health service delivery. Since 2003, UNDP has supported over 53 countries as PR and Technical Advisor, achieving significant health and development outcomes in complex settings. Its portfolio management emphasizes proactive risk mitigation and sustainability, offering technical support across financial management, health information systems, procurement, and supply chain management. The Global Fund Partnership and Health Systems Team (GFPHST) within the HIV, Health and Development Group provides dedicated support to UNDP Country Offices. Under the guidance of the Programme Manager and in coordination with the Programme Management Unit (PMU), the Monitoring and Evaluation Analyst supports the M&E function, strengthens the capacity of HIV and TB national programs and NGO partners, improves data quality, and consolidates resultsโ€” promoting a collaborative, client-focused approach aligned with UNDP policies and capacity-building goals.

DUTIES & RESPONSIBILITIES

Strengthen the M&E and reporting systems of the Sub-Recipients NGOs (SR-NGOs)

Using the SR capacity building plans as a foundation, provide systematic and ad hoc support to SR-NGOs reporting to the newly unified data collection system (including correct use of standardized UIC) and support in the assurance of alignment between the standard operating procedures for HIV prevention activities and the monitoring of those activities. In collaboration with the Procurement Supply Managment (PSM) focal point where relevant, review the quality of HIV prevention services (e.g. distribution of key commodities in compliance with approved targets and linkage to treatment services for HIV positive clients) and identify action for improvement. Under the leadership of the Programme Manager, design and lead virtual and onsite quarterly review meetings with SRs and technical partners, on implementation progress and next steps with good use of data from latest reporting and monitoring missions.

Contribute to the two national programs (HIV/AIDS and TB)

Provide the required technical assistance to National AIDS Program (NAP) and National TB Program (NTP) strengthen their M&E systems, ensuring alignment with the national programsโ€™ M&E frameworks. This includes support for building the capacity of national program staff on best practices for data quality, and training M&E focal points within both programs. Support routine data verification and validation to ensure accuracy and consistency of reported information.

Support the Programme Management Unitโ€™s (PMU) monitoring requirements and data verification activities

Develop/improve the grant M&E plan including the development a unified methodology (approach, tools, SoPs, and feedback mechanisms) for the Programme Management Unit data validation and verification of quality of services implemented by SRs. Coordinate the timely consolidation and analysis of data and extraction of strategic information for the development of Progress Updates, donors and UNDP corporate reports. Support the provision of all the required documentation in compliance with UNDP rules, policies and procedures to the Local Fund Agenda (LFA) for Global Fund data verification exercises. Conduct systematic, risk-based spot checks for data verification and validation at the Sub Recipient (SR) and Sub-Sub Recipient (SSR) evels. Provide recommendations and follow up on actions to address and mitigate any risks or discrepancies identified during physical validation.

Facilitate knowledge and capacity building, knowledge sharing

Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners. Participate in and ensure sound contributions to knowledge networks and communities of practice on project related issues. Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge from the project, and develop knowledge resources and products to share with project partners and to support UNDPโ€™s engagement in this area.

Ability to systematically monitor results of strategies, programmes, and activities with a view to make sure that they are being implemented effectively. QUALIFICATIONS

Education

Advanced university degree (masterโ€™s degree or equivalent) in Social Sciences, Development Studies, Public Administration, Monitoring & Evaluation or related field is required. OR.ย  A first-level university degree (bachelorโ€™s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience, Knowledge, and Skills

Applicants with Masterโ€™s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelorโ€™s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in data analysis, M&E with increasing level of responsibility in project management and the use of digital tools for communication and engagement. Proven understanding of HIV/AIDS and/or TB programmatic interventions. Experience in quantitative and qualitative research methods. Experience of undertaking analysis of performance results and providing strategic advice to inform programmatic improvements in health-related programmes. Work experience with key populations. Experience of having completed civil society and/or national disease programme capacity assessments and capacity building coaching/monitoring in M&E, especially towards electronic systems. Knowledge and experience of Global Fund monitoring and evaluation policies and processes is an asset.

Language requirements

Fluency in English and Arabic is required.
