These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries' development priorities. The organization also focuses on knowledge development and management activities that build a strong theoretical and empirical basis for green growth while providing concrete options and guidance for policymakers and building the conditions for public and private green infrastructure investments and contribute to climate action.
CONTEXT
GGGI works in the Andean Region through Colombia, Ecuador, and Peru in-country programs. GGGI has been collaborating with the Government of Ecuador, under the leadership of the Ministry of Environment, Water, and Ecological Transition (MAATE) and the Ministry of Economy and Finance (MEF) and has embarked on an ambitious effort to increase the mobilization of international climate finance and private investments for climate-resilient, low-carbon development, promoting the Amazon and landscapes conservation, and to contribute to NDCs implementation and through GGGI Programmatic Solutions, including Climate, Action and Green Investment.
GGGI has been working with the Government of Colombia to advance green growth policies and green investments through strategic partnerships such as with the Ministry of Environment and Sustainable Development, the Ministry of Agriculture and Rural Development, the Ministry of Treasury and Public Credit, and the National Planning Department, Bancamia, Finagro among other key actor in the country at national and subnational levels. GGGI Colombia has scaled its impact significantly over the past few years. It has transformed into a portfolio-based country program, with programs and projects of varied sizes covering various GGGI Programmatic Solutions, including Sustainable Forests, Solar PV, Climate Resilient Agriculture, Climate Action, and Green Investments.
Finally, GGGI has been working with the Government of Perรบ for the past years. And, in collaboration with the Ministry of Economy and Finance of the Government of Perรบ, GGGI is rolling out a technical assistance program to the Government of Peru titled \"Mobilizing International Climate Finance and Private Investments for Low-Carbon and Climate Resilient Development in Peru.\" The program, funded by the Green Climate Fund (GCF) Readiness and Preparatory Support Program, aims to play a pivotal role in the implementation of the country's Climate Finance Strategy (CFS) and Green Finance Roadmap (GFR), which outline strategic measures and actions to accelerate the flow of international climate finance and private sector investments towards low-carbon, resilient projects and initiatives. And, from 2025 onwards, GGGI is starting the implementation of a new initiative โAccelerating Biodiversity Conservation in the Peruvian Amazon: Innovative and Inclusive Financial Mechanisms for a Sustainable Peruโ, with the UK PACTโs support.
Given these various programmatic fronts, GGGI's Andean Region requires solid and systematic monitoring and reporting in a timely manner, aligned with itโs corporate results framework, and the country program's impact pathway. This approach ensures the high-quality delivery of Country Programs. Additionally, support is needed to monitor the resource mobilization pipeline of the Andean Region.
POSITION SUMMARY
The Senior MEL Assistant will support quality results-based management (RBM) within the Andean Region by operationalizing GGGIโs MEL framework. Reporting to the This position will report to the Monitoring, Evaluation and Learning Associate of the Andean Region based in Peru.
The position will work closely with project teams and other MEL personnel in the Andean Region, LAC Regional Office and HQ.
The position contributes to GGGI's mission by supporting the project [or the country office or the regional office] deliver on its MEL commitments.
The Senior MEL Assistant will support the MEL activities of the Project โImplementing a National Climate Finance Mechanism and strengthening Ecuador Zero Carbon Programโ in which GGGI collaborates with GCF and the MAATE. The position contributes to GGGI's mission, supporting the Andean region in delivering on its MEL commitments.
PURPOSE
To deliver on GGGIโs MEL commitments, tasks of the position will be nearly evenly divided between support to technical MEL delivery and administrative responsibilities.
ENGAGEMENT
Liaise with Country Programs staff, government counterparts, and donor officials to define and support the execution of MEL requirements.
Collaborate with the Latin American and Caribbean (LAC) Regional Office (MEL Senior Associate) and GGGI's Impact and Evaluation Unit (IEU) for alignment on operationalization of the MEL rules, standards, and guidelines.
Participate in the MEL Community of Practice to share knowledge, learnings, and best practices.
Provide necessary data to support Communications and Knowledge Sharing in developing content for communication products and initiatives.
DELIVERY
Collaborate with the Andean Representative, MEL staff, and Project Managers to develop and execute MEL tools for projects.
Contribute to monthly, quarterly, and/or annual internal corporate and external donor reporting, including the process of reviewing data quality, accuracy, and alignment with organizational standards.
Maintain data sources and project documentation in an organized manner.
Provide MEL advice and training (processes, logframe construct, data collection, analysis, key learnings, etc.) to internal colleagues and key stakeholders.
Support to technical MEL delivery:
Designing of logframes.
Development of MEL plans.
Designing and executing data collection tools, including field visits.
Designing of monitoring tools.
Development of a learning agenda and facilitation of institutional learning activities.
Contribute to proposal development by supporting quality assurance of logframes, articulation of the results chain, calculations of Strategic Outcome multipliers, and target setting.
Administrative (if applicable):Coordinating and organizing meetings, appointments, and calendars.
Booking travel arrangements and accommodations.
Processing invoices and expense reports.
Editing and proofreading content.
Assisting with new staff and consultant orientation.
Taking detailed notes during meeting.
Compile lessons learned and best practices to support and promote knowledge development and exchange between program staff, HQ, and program partners.
Assist the IEU and LAC Regional Office in organizing training workshops for project staff on various aspects of project design and MEL, including tool usage, data collection methods, and data analysis.
Assist the research of potential donors and maintain an updated donor database and the resource mobilization pipeline for the Andean Region in organizational systems and databases.
REQUIREMENTS

QUALIFICATIONS
Must be an Ecuadorian citizen or holding a valid Work Visa.
A bachelorโs degree in economics, project management, development studies, monitoring and evaluation, environmental science, climate change, sustainable development, or a closely related field is required.
Preferred at least (2) years of progressive professional experience, preferably in roles, specifically in designing and implementing logical frameworks, monitoring and reporting systems, and MEL plans for development projects.
Advanced written and oral communication skills in both English and Spanish are required.
Strong database management skills and proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
Experience working with SMART indicators, evidence- and results-based monitoring methodologies, outcome mapping, and online reporting platforms in the context of developing countries, preferably within climate change or sustainable development sectors, is desired
Desirable experience working on MEL plans and frameworks and analyses using appropriate software, undertaking research, primary and secondary data collection, analysis.
Desired experience in developing funding proposals and conducting evaluations, particularly for international donors or multilateral organizations.
Desirable experience with MEL-related software and tools for data collection, analysis, and reporting (e.g., Open Data Kit, Kobo Toolbox, Ona)
Desirable proficiency in creating and managing xls forms and using qualitative and/or quantitative analysis tools such as NVivo, SPSS, or R.
Experience and knowledge in climate change or related field will be an asset.

WORKING CONDITIONS
The Monitoring, Evaluation, Learning (MEL) Senior Assistant is an X5 grade level in 'GGGI's salary scale. For X5 Ecuadorian, the annual base salary ranges from USD 24,063 to USD 37,297. The determination of the base salary is subject to the candidate's experience, academic background, and internal equity.
GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
