Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The full-scale invasion of Ukraine by the Russian Federation since 2022 has caused a humanitarian crisis, widespread death and displacement, over USD $152 billion in direct damage, and significantly effected Ukraineโ€™s progress in achieving the SDGs.[1]ย 

Women are disproportionally affected by Russiaโ€™s systematic attacks against civilians and civilian infrastructure and services, including health, education, and energy facilities. Their rights are violated daily, and accountability is so far elusive. Women are the great majority of refugees, returnees, and internally displaced people.ย The needs of Ukraineโ€™s women and girls are continuing to grow, while financial and human resourcesโ€™ availability is becoming increasingly stretched.ย 

Since 2016 UN Women in Ukraine has supported government partners, civil society and the private sector to advance gender equality and womenโ€™s empowerment (GEWE). These efforts have been strengthened to meet the urgent and deep needs caused by the ongoing humanitarian crisis. At the same time in the coming years, UN Women sees key opportunities to help partners further legal and policy reform, strengthen gender responsive institutions, promote womenโ€™s leadership and economic empowerment, and increase the meaningful engagement of womenโ€™s rights organizations in conflict response and recovery. From 2025-2029, under its Strategic Note UN Women in Ukraine will aim to ensure that more women and girls, including those at the greatest risk of being left behind, lead, influence and benefit from gender responsive humanitarian action, governance, recovery, rights and economic growth

Reporting to the Head of Programmes and under the overall supervision of the Representative, and in close collaboration with UN Women programme and operations teams and with the Regional Evaluation Specialist in UN Women Europe and Central Asia Regional Office, the Monitoring, Evaluation and Reporting Specialist will provide support to the Country Office in incorporating monitoring and reporting into programme formulation, as well as will perform monitoring, reporting and evaluation services to track and report the results against the CO Strategic Note and UN Women Strategic Plan targets to internal and external audiences.

Key Functions and Accountabilities

Contribute to the CO programme formulation Provide quality assurance of program documents through review of results frameworks in order to meet SMART criteria. Manage the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes; ensure use of relevant evaluation findings, conclusions and recommendations are incorporated into programme formulation. Ensure linkage of Annual Work Plans (AWPs) and corresponding Monitoring, Evaluation and Research Plans (MERP) with the UN Women Strategic Plan. Provide strategic guidance to partners and the CO in developing Performance Monitoring Frameworks (PMFs). Oversee monitoring and tracking of results against country/ regional level targets and UN Women Strategic Planย  Coordinate with the CO staff for the monitoring and review activities of the CO Strategic Note, including support to the mid-year and annual review of Annual Work Plan (AWP), data collection and analysis of outcomes and outputs indicators against Strategic Note, in line with Monitoring, Research and Evaluation Plan (MERP) and Performance Monitoring Framework (PMF) of Ukraine CO.ย  Coordinate with the CO staff to ensure the effective use of UN Women Results Management System for monitoring purposes, by ensuring the timely data entry and update of monitoring data against outcomes and outputs, corresponding indicators and activities as required. Ensure data collection and analysis from field visits are coordinated and standardized across programmes.ย  Monitor data from partners and draft regular management briefs to inform decision making. Visit partners to support monitoring of results and planning processes. Develop and monitor the COโ€™s Monitoring, Evaluation, and Research Plan. Oversee reporting of results to internal and external audiences Coordinate and provide technical guidance to theย ะกountry Office in meeting internal and external reporting requirements and deadlines, including annual reporting process. Provide substantive guidance to the CO team/sย and assist with finalization of donor and programme reports. Ensure use of relevant evaluation findings, conclusions and recommendations are incorporated into programme reporting. Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting. Ensure the availability (including collecting and maintaining) of data for country, regional and global corporate reports, mid-term reviews, and final evaluations. Provide inputs into briefing notes and talking points based on the data, evidence and knowledge collected through UN Women programming in Ukraineย as required. Contribute to the COโ€™s strategic communications of results.ย  Represent the country offices in monitoring and evaluation working groups in the context of United Nations Sustainable Development Cooperation Framework (UNSDCF)ย and contribute to UNCDSF reporting. Provide technical support to the Country Office in the implementation the UN Women Evaluation Policy Provide technical support to the implementation of UN Womenโ€™s Evaluation plan at the country level. Provide guidance to the CO programme staff on evaluations; provide support and guidance on the development of relevant management responses within six weeks after evaluation processes are concluded.ย  Ensure communication between the CO and RO regarding evaluations. Contribute to knowledge building and capacity buildingย  Identify and disseminate good practices, lessons and knowledge as identified through programme implementation, monitoring and evaluation activities. Develop capacity development tools, including training materials and packages for staff and partners in the areas of Results Based Management (RBM), Monitoring and Evaluation (M&E)ย and deliver trainings as required. Manage the development and dissemination of good practices and lessons learned on results-based monitoring and reporting. Promote the awareness and understanding of the shared responsibility of M&E among all staff members through communication, training, learning and development activities. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

V. Recruitment Qualifications

Education and certification:

Masterโ€™s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification (such as PMPยฎ, PRINCE2ยฎ, or MSPยฎ) would be an added advantage.

Experience:

At least 5 years of progressively responsible experience at the national or international level inย results-based monitoring and reporting on development and/or projects/ programmes. Proven experience working on gender equality and women empowerment is required. At least 2 yearsโ€™ experience working in a development and/or humanitarian country context is required.ย  ย Experience in the application of Results-Based Management (RBM) to programme/project cycle is required. Experience in data collection and analysis with qualitative or/and quantitative data collection methodologies for monitoring and/or evaluation work is required.ย  Experience in results-based planning, monitoring, reporting and/or evaluation of gender-specific programme/project at the country level is desirable.ย  Experience in conducting RBM training, as a trainer, to personnel and/or external partners to support results-based monitoring and reporting isย desirable.ย  Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.ย  Experience in the United Nations systems is desirable.

Language Requirements:

Fluency in English and Ukrainian is required.
