NRC has been present in Nigeria since 2015 and has been working to help displacement-affected communities meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: water, sanitation, and hygiene (WASH), Shelter, Education, Information-Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), Camp Management, and Protection. NRC provides immediate assistance during the onset of emergencies through the rapid response mechanism (RRM). With a workforce of 370 staff and a presence in key locations such as Maiduguri (in Borno State), Yola (in Adamawa State) and Jos (in Plateau State), NRC can respond to the needs of those affected by the conflict across North-East, and North Central Nigeria.

These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Monguno, Biu, Mubi, Pulka and Gwoza.

If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic, and ย passionate Monitoring, Evaluation and Learning Officer to join our team in Jos, Pleateau State. The MEL Officer will support the establishment and implementation of effective Monitoring, Evaluation, and Learning (MEL) systems that enhance internal management, improve programme and project performance, and enable evidence-based decision-making. The role is essential to ensuring high-quality data collection, analysis, reporting, and learning across NRC Jos area office operations.

Generic responsibilities

Ensure NRC policies, handbooks, procedures, and SOPs/guidelines are adhered to.Support the timely implementation of Monitoring, Evaluation and Learning activitiesEnsure compliance with NRC policies, guidelines and standards.Responsible for implementation of operational M&E activities in close collaboration with Core Competency technical officers and officers/assistants.Ensure project documentation of M&E activities of Core Competencies.Contribute to the implementation of M&E systems, including M&E tools.Ensure that NRCโ€™s related activities are implemented within NRCโ€™s SIP (Safe and Inclusive Programming) Guideline and report any breaches/concerns to the line manager and/or focal point for proper action.

Specific responsibilitiesย 

Develop MEL tools for gathering information/data from the field and keep up to-date data required for timely and quality reporting.ย Compile and update AO level monthly output tracking sheet (MEL matrices), online GORS reporting, monthly MEL reports and quality benchmarkย Support need assessments, baseline and end line surveys, and programme evaluations particularly field data collation using mobile data collection methods training and supervising enumerators, data entry and analysis;ย Support the project teams to improve quality of monitoring, evaluation, accurate reporting and learning, including training on MEL tools;Support field Programme staff to implement project level assessments, including PDMs, baseline survey using mobile data collection methods, outcome measurement, training and supervising of enumerators, data entry and analysis.Support MEL and program staff in developing and reviewing the survey questionnaires.Support in analyzing quantitative data and formulating interactive dashboards.Support in designing FGDs and analyzing narrative reports.Support the use of digital-based data collection using mobile phones/tablets, conducting regular monitoring visits from projectsโ€™ activities and reporting monitoring findings with relevant staffs.Regularly monitor project activity and report the success, shortcomes and challenges to MEL coordinator.ย Any other reasonable tasks as instructed by line manager.ย  At least 2 yearsโ€™ experience in an international NGO preferably in an emergency or post-conflict setting, of which at least 2 years should be with experience in implementation of MEL systems for an international NGO;Bachelorโ€™s degree in social science, business administration, economy, computer science or other related field.Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods;Experience of working with multi sectors would be an asset. ย Must be prepared to travel to the field offices.Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods;High level English language proficiency (speaking, reading, writing)
