As of April 2023, over one million people have fled the war in Ukraine and crossed into the Republic of Moldova. Some 120,000 individuals remain in the country, according to UNHCR, and it hosts one of the highest number of refugees per capita in Europe. Most are women, children or older people, and a third are under the age of 18. Often considered one of Europeโs poorest economies, Moldova experienced record-high inflation in 2022.ย
NRC was registered in Moldova in April 2022, with a country office in Chiศinฤu and operations in multiple regions across the country. We implement both directly and through our partners. Our approach prioritizes a partner-led response that builds on the capacity of local civil society actors to deliver programmes and work to support national authorities. Our multi-sectoral portfolio encompasses livelihoods and food security, information, counselling, and legal assistance, Shelter & Settlements, protection from violence, and education programming. As the displacement context in Moldova becomes protracted, we are committed to ensuring that the basic needs of displacement-affected populations are met, prioritizing those with specific needs, and to support individuals on their pathway to self-reliance and durable solutions.ย
As part of the localization priorities, NRC Moldova fosters partnerships with diverse actors, invests in thematic and institutional capacity strengthening of local actors and encourages cohesive coordination for addressing humanitarian needs and create opportunities/pathways for sustainability of initiatives and organizations.ย Roles and responsibilities
The role of the Monitoring, Evaluation and Learning (MEL) Coordinator is to establish and implement systems to promote evidence-based decision-making, programme and project performance, and internal management. The MEL Coordinator will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the MEL Project Coordinator will provide technical support to in-country staff pertaining to MEL and build capacity in the country mission by identifying and supporting the implementation of effective, cost efficient and meaningful MEL systems.ย Generic Responsibilities
- Line management responsibilities for directly reporting staff. This includes the performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staffโs achievement. Furthermore, responsible for key processes as workforce planning, recruitment, staff induction, staff development and Duty of Care.ย
- Support and contribute to the development and implementation of MEL systems, including MEL Standard Operation Procedures, guidance and tools for NRC and its implementing partners.
- Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for MEL.ย
- Support programme staff and Partners in planning for and executing MEL, including, data collection methodology and tools and data management, analysis and use.ย
- Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.ย
- Contribute to organisational learning through supporting specific analysis, lessons learned and reports.ย
- Capacity building and training of Partners, programme and MEL support staff on MEL technical and conceptual areas.ย
- Contribute to the design of MEL staffing structure and resourcing, including collaboration with programme staff to identify and plan for MEL needs.ย
- Adherence to NRC policies, and a specific responsibility for the NRC MEL functions policies and procedures. Specific responsibilities:
- Systematically document good practices and lessons learned and ensure that the knowledge gained contributes to the improvement of projects and influences the strategic development of future projects and activities.
- In collaboration with MEL Manager, organize and facilitate reflective sessions to capture good practices and lessons learned throughout the project cycle.
- Lead the development of project monitoring and evaluation plans and provide technical input on results monitoring methodologies, data analysis plans and reports and ensure that programme teams and partners have the necessary support for data collection and reporting.
- Conduct regular data quality checks on all data submitted by programme and MEL teams and partners.
- Periodically conduct quality monitoring of project implementation based on agreed-upon plans to identify gaps and provide recommendations for improvement.ย
- Develop results monitoring reports including analytical summaries (infographics, etc.) and contribute to internal and external reports in collaboration with the MEL Manager, Project Managers/Coordinators and the Area Program Manager.ย
- In collaboration with the MEL Manager, ensure adequate budgeting for MEL activities, including necessary equipment.
- Support the consideration, inclusion, collection and analysis of indicators related to cash-based interventions and market-based approaches within (and across) NRC, where appropriate.ย
- Contribute to the identification of opportunities to implement cash-based interventions and market-based programmes.ย
- Attend relevant SIP capacity-building sessions and, in turn, provide SIP capacity-building to team members.
- Implement SIP-relevant activities as included in the CO Action Plan for your area of work.
- Represent the MEL department in appropriate coordination forums.
- Any other tasks as delegated by the line managers. Generic professional competencies
- At least 3 yearsโ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development.ย
- Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.ย
- Understanding of data and information needs for program management and decision making.ย
- Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies.ย
- Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.ย
- University degree in a relevant field such as development studies, operations research, statistics, etc.
- High level English language proficiency (speaking, reading, writing)ย
- Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)ย and quantitative analysis (SPSS preferred)ย
- Experience utilising Computer-Assisted Personal Interviews (CAPI) software, e.g., ODK, CSPro, KoboCollect, etc., and knowledge of Power Bi, SPSS, STATA, NVivo, etc. will be an advantage. Context related skills, knowledge and experience
- Knowledge of the humanitarian context in Moldova and the region.
- Knowledge of Russian/Ukrainian and Romanian languages.ย
- Experience in one or more of NRCโs core competencies (Education, ICAL, Protection, Shelter, WASH)
