DRC is currently looking for a Monitoring, Evaluation, Accountability and Learning Specialist (ABA Consortium) in Mykolaiv.

About the job

This role is in support of all International Non-Government Organizations (INGOs) and Civil Society Organizations (CSOs) working under the ABA project in Kherson, and ensures compliance to consortium procedures and guidelines. The role contributes to the development of consortium strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to consortium operations while overseeing consortium MEAL activities. The person filling this role will also:

Lead and coordinate the development of the consortium's MEAL strategy and work plan, as well as coordinate and mentor the consortium MEAL team members, including the Community Feedback Mechanism Officer. Play the lead role in developing and implementing standardized tools and processes that ensure the roll out of the monitoring and evaluation plan for the consortium. Support the Chief of Party on matters relating to MEAL across the consortium, supporting implementing partners access to regular and accessible data to inform programming.

Your main duties and responsibilities will be:

Quality Management:

Responsible for the development of log frames, IPTs, and MEAL plans in pursuit of high impact and cost effective program strategies and activities. Participate in the project Kick-off meeting, review meetings and close-out meeting in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between partners in the consortium. Manage joint cross-sectoral assessments, evaluations, baseline and end line studies etc.

Programme Monitoring, Evaluation, Accountability and Learning:

Develop and continuously update accountability strategy and lead on implementation of programme wide feedback and complaint mechanism with support from the Community Feedback Mechanism Officer. Ensure that consortium members are supporting all efforts towards accountability, specifically to beneficiaries and in line with international standards, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of implementation. Ensure the development of appropriate monitoring, tracking and reporting systems, tools and templates that enhance monitoring of program outputs and quality, generate quality evidence on program outcome and promote and ensure use of data for decision-making processes. Develop and improve systems that strengthen the consortiumโ€™s ability to analyze, improve, and represent impact internally and externally and most of all to communities themselves. Design and manage evaluations in compliance with DRCโ€™s evaluation policy, from development of ToRs, to advising management on approval of final report, to dissemination of evaluation. Regularly present key findings to the Chief of Party for further development.

Capacity building:

Provide timely and high-quality advice to programme managers and staff as required; Capacity build, train and support sectors and field staff to improve the field monitoring or any other MEAL needs.

As Specialist the post-holder is responsible for the following:

Responsible for providing specialized knowledge and operational know-how within a specific discipline. May also have technical line responsibilities, but generally on technical or operational matters.

About you

To be successful in this role we expect you to have at least 3 years of experience in Monitoring, Evaluation, Accountability and Learning (MEAL) sector, Information Management or any other relevant field. Moreover, we also expect the following:

Bachelorโ€™s degree in Monitoring and evaluation, information management or any other relevant field. Proven experience in effectively working with a variety of donorsโ€™ requirements including ECHO, EU, OFDA and UN agencies. Proven ability to create and utilize qualitative and quantitative M&E methods and analyses in organizational planning. Full professional proficiency in English. Native proficiency in Ukrainian and Russian.
