    ORGANISATIONAL CONTEXT:

    To ensure proper monitoring of WFPโ€™s Country Strategic Plan (CSP), the Country Office in Mozambique has invested in bolstering its monitoring and evaluation capacity. This involved, amongst others, creation of a dedicated M&E team, updating the Monitoring, Review, and Evaluation Plan of the Country Office (CO), and development of related Mozambique Minimum Monitoring Requirements.

    As part of the investments in the Monitoring Function, the Country Office has been working on strengthening the capacity of the M&E team dedicated to monitor each CSP Activity/Programme at the country office and the Focal Points at the field offices. In the districts and localities where WFP is implementing its country portfolio, WFP is dedicating efforts to consolidating a team of field monitors to perform all monitoring related activities, ensuring monitoring coverage and meeting corporate standards, while segregating relevant duties throughout the process.

    Under the supervision of the M&E Assistant of the WFP Sub-Office Locations and the M&E Officer Team Lead at the CO, the incumbent will be responsible of implementing all monitoring related activities detailed in the below duties.

    JOB PURPOSE:

    To perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.

    KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

    1. Verify the planned movements and distribution of food or non-food items, report issues or discrepancies to the supervisor for timely resolution of problems and to ensure that the quantity distributed, and the quality of the operation is in line with WFP standards and the relevant Field Level Agreement (FLA).

    2. Maintain information records and monitor plan documentation, such as records of commodity movements and programme checklists, in order to assist in the effective delivery and distribution of food items or non-food items.

    3. Collate assistance programme(s) data in accordance with clear direction, in order to support programme reviews and informative decision-making.

    4. Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.

    5. Receive and collate comments and feedback from cooperating partners and beneficiaries to triangulate monitoring findings and support identifying programmatic issues with a view to fostering efficient operations.

    6. Provide guidance for cooperating partners on WFPโ€™s monitoring tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.

    7. Prepare field mission reports to document programme monitoring activities.

    8. During emergencies, follow set emergency response processes and procedures for emergency food assistance monitoring.

    OTHER POST REQUIREMENTS:

    The following are detailed requirements associated with the monitoring activities:

    9. Process monitoring:

    a. Monitor WFP's programmes in the district(s) the Field Monitor is responsible for, as per the Mozambique Minimum Monitoring Requirements, the Monthly and Quarterly Monitoring Plans, and the guidance received from the country and field offices monitoring teams.

    b. Prepare monthly work plans and monthly reports of monitoring activities.

    c. Submit incident reports through SugarCRM and other corporate and country-developed tools, and follow up, as required, based on guidance provided.

    10. Outcome monitoring:

    a. Support in the qualitative and quantitative outcome monitoring data collection by coordinating with local authorities and supervising the enumerators teams.

    11. Perform other relevant duties as required.
