The Strategic Plan 2024-2028 of UN Women โ PNG guides UN Womenโs work for these 4 years taking into account the 2030 deadline to achieve the Sustainable Development Goals that is approaching. Through this new Strategic Plan, UN Women - PNG leverages its unique triple mandate โ encompassing support for norms and standards, UN system coordination and operational work โ to mobilize urgent and sustained action to achieve gender equality and the empowerment of all women and girls. The PNG Country Office focuses on integrated approaches to address the root causes of gender inequality, trigger broader systemic changes, and achieve long-term results across the areas of development, peace and humanitarian action.
Under this Strategic Note, the PNG CO will ensure women and girls (especially those most vulnerable) effectively and meaningfully participate in and benefit from gender responsive sustainable social, economic, and environmental development while living in peace and security free from discrimination, harassment, violence, abuse, and exploitation; and that they are recognized and supported as leaders, decision makers, and agents of change at home and throughout society. This will be achieved through adopting three gender-responsive outcomes of the UNSDCF, outcome 1 Equality for Women and Girls, outcome 2 Governance Peace and Social Cohesion and Outcome 5 Environment and Climate Change. The country Office will build capacity of civil society organizations to advocate and raise awareness on gender equality and ending to violence against women and girls; amplify vibrant women's movement on GEWE, women rights, and EVAWG; facilitate CSOs coordinated implementation, interface with the government, and accountability of the CSOs Advocacy Strategy. PNGCO will further engage men and boys in campaigns on EVAW, promote positive community perspectives on women leadership and improve market governance and operational systems as well as supporting women market vendors.
Reporting to the Deputy Country Representative, the Monitoring and Reporting Analyst will provide support to the PNG Office colleagues in incorporating monitoring and reporting into programme formulation as well as tracking against Strategic Plan targets and the reporting of results to internal and external audiences.
Key Functions and Accountabilities:
1.Facilitate and substantively contribute to the incorporation of monitoring and reporting into programme formulation
Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes; Include inputs from relevant evaluation findings, conclusions and recommendations into programme formulation; Contribute to annual work plan monitoring, reviews and reporting; Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys; Facilitate the clearance of donor agreements and Programme Cooperation Agreements with PNG Office.2. Contribute substantively to the monitoring and tracking of results against country/ regional level targets and UN Women Strategic Planย
Coordinate with Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across programmes;ย Monitor data from partners/countries on a quarterly basis and provide substantive inputs to regular management briefs to inform decision making; Visit partners, along with the Programme Team, to support monitoring of results and planning processes as required; Monitor the spending of donor funds and other programme expenditures and disbursements; Draft and monitor the PNG Officeโs Monitoring, Evaluation, and Research Plan.ย 3. Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences
Facilitate the process of the PNG Office meeting internal and external reporting requirements and deadlines, including annual reporting process; Draft donor and programme reports (both narrative and financial); Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting; Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting; Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations.4. Provide technical support to the PNG Office in the implementation the UN Women Evaluation Policyย
Coordinate the implementation of UN Womenโs Evaluation plan in the PNG Office; Provide guidance to programme staff on evaluations;ย Ensure communication between the CO and RO regarding Evaluations; Coordinate the completion of managementโs response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE).ย5. Contribute to knowledge building and capacity buildingย
Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities; Contribute to the development of capacity development tools, including training materials and packages; Facilitate capacity building opportunities for staff and partners in the country in the areas of Results Based Management (RBM), Monitoring and Evaluation; Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.6. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Education and certification:
Masterโs degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification (such as PMPยฎ, PRINCE2ยฎ, or MSPยฎ) would be an added advantage.Experience:
At least 2 years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes is required. Experience in the United Nations systems in desirable. Field experience is desirable. Experience in the usage of computers and Office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.Language Requirements:
