The EU-UNDP GREAT Initiative (โThe Gambiaโs Responsive and Accountable Democratic Transition Projectโ) contributes to democratic consolidation following the 22-year rule of former President Yahya Jammeh, which was marked by widespread human rights abuses. The initiative is anchored in national priorities, including the Governmentโs post-TRRC commitments outlined in the 2022 White Paper. The project aims to support constitutional and legislative reforms, enhance transitional justice and the rule of law, and strengthen local governance systems for inclusive and effective service delivery. These objectives align with SDG 16, NDP Strategic Priority 1 on good governance and citizen empowerment, and UNDPโs Strategic Plan Outcome 2 on democratic governance systems that meet citizensโ expectations for participation, development, and accountability. As part of this initiative, the EU-UNDP GREAT Project seeks to recruit a Monitoring and Evaluation Specialist to support the Judiciary. The Specialist will track project performance, monitor implementation against the Judiciaryโs Work Plan, and ensure timely, accurate reporting to internal and external stakeholders. The role will be embedded within the Judiciary, reporting to the Judicial Secretary, and will coordinate closely with the EU-UNDP Project Manager to ensure contract compliance and effective delivery of project outputs.
Task DescriptionUnder the delegated authority and direct supervision of the Judicial Secretary, in coordination with the EU-UNDP GREAT Project Manager or their designated representative(s). Within the delegated authority and under the direct supervision of the Judicial Secretary in coordination with the Project Manager or his/her designated mandated representative(s), the UNV (United Nations Volunteers) GREAT Project Monitoring and Evaluation Specialist will: Facilitate and substantively contribute to the incorporation of monitoring and reporting into the Judiciaryโs programme formulation: โข Assist in the development concept notes, strategies, workplans and implementation of the EUUNDP Great Project activities. โข Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes. โข Include inputs from relevant evaluation findings, conclusions, and recommendations into programme formulation. โข Contribute to the Judiciaryโs annual work plan monitoring, reviews, and reporting with regards to, but not limited to the EU-UNDP GREAT Project including the judiciary Strategic Plan (2021-2025). Contribute substantively to the monitoring and tracking of results: โข Coordinate with the Judiciary and relevant stakeholders to ensure that data collection and analysis from field visits are coordinated and standardized across projects. โข Monitor data from the EU-UNDP GREAT Project activities and other related activities on a quarterly basis and provide substantive inputs to regular management briefs to inform decision making. โข Visit the Project sites to support monitoring of results and planning processes as required. โข Draft and monitor the Judiciary's Monitoring, Evaluation, and Research Plans as it relates to the Judiciary Strategic Plan and other projects. Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences: โข Facilitate the process of the Judiciaryโs meeting internal and external reporting requirements and deadlines, including annual reporting process; โข Draft project reports โข Identify relevant evaluation findings, conclusions and recommendations and input them into project reporting โข Collect and maintain data for the Judiciary Contribute to knowledge building and capacity building: โข Identify and disseminate good practices, lessons, and knowledge, as identified through Project implementation, monitoring and evaluation activities; Contribute to the development of capacity development tools, including training materials and packages; โข Facilitate capacity building opportunities for staff and partners at the Judiciary in the areas of Results Based Management (RBM), Monitoring and Evaluation; โข Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all Judiciary staff members through communication, training, learning and development activities Any other relevant responsibilities as assigned by the Judicial Secretary and EU-UNDP GREAT Project Manager
