Project Summary
Funded by the World Bank under the regional EAGER initiative and implemented by Mozambiqueโs National Youth Institute (INJ), the two year โEu Sou Capazโ program will be implemented in 12 districts in southern Mozambique. The program aims to reduce school dropout and early pregnancy among girls by addressing social norms, improving access to education, and enhancing girlsโ empowerment. Key activities include distributing school uniforms, bicycles, and menstrual hygiene kits; providing life skills training in Safe Spaces for out-of-school girls; engaging community leaders and partners through awareness and behavior change campaigns; and supporting identity registration through Citizenship Fairs. The project will manage community-level implementation, including recruiting and managing a network of local mentors and facilitators, coordinating awareness efforts, and ensuring robust monitoring and evaluation.
This position is contingent upon donor funding awarded to FHI 360 and will be based in Mozambique.
Role Description
The Monitoring and Evaluation (M&E) Senior Officer reports to the Team Lead and will be responsible for all monitoring, evaluation, and reporting activities under the award. The M&E Senior Officer will develop and maintain the systems to collect and analyze information on inputs, outputs, and outcomes of the project. He will ensure the development, oversight, and implementation of the Eu Sou Capaz performance management plan. The M&E Senior Officer will also interpret and report on project results to stakeholders at all levels of the project.
Technical Requirements
Collaborate with the Team Lead to develop the project M&E plan and tools for implementation.
Maintain systems to collect and analyze information on inputs, outputs, and outcomes of the project.
Support the project team to develop, capture, consolidate, and report on mutually identifiable indicators and ensure high quality and timely reporting of data and monitoring.
Review and synthesize data for compilation and interpretation in project reports to inform technical deliverables.
Ensure data is reviewed and utilized throughout project implementation.
Identify best practices and provide recommendations.
Perform other duties as assigned by the Team Lead.
Education
4+ years of experience in monitoring, evaluation and production of M&E reports. Preference is given to operational experience in M&E during the implementation of the Adolescent Girls and Young Women programs.
Excellent communication skills, particularly on data, Fluent in Portuguese, English, and have a deep knowledge of the institutional, social and cultural reality of Mozambique.
Demonstrated applied skills in monitoring, evaluation, and learning methods and use of data.
Ability to tailor data collection approaches to local needs, interests, and capabilities preferred.
Experience in designing tools and databases for implementation of adolescent girls and young women programs preferred.
Prior work experience in a non-governmental organization (NGO), government agency, or private company.

Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
Ability to sit and stand for extended periods of time. Ability to lift/move up to 5 lbs.
