It ensures clear and accurate communication of these results to target audiences, including the development of annual reports and targeted communications. This service also supports the Inter-Sector Coordination Group (ISCG) and LRP partners in enhancing impact analysis, while contributing to strategic response planning for 2026 by streamlining results across different response frameworks, ultimately fostering greater efficiency and alignment in humanitarian efforts. Work LocationRCO Lebanon Office Expected duration8 Months Duties and Responsibilities1. Background and Objective The position is located in the United Nations Resident Coordinator Office (RCO) and reports to the RCO Team Leader. The post-holder works as part of a multi-entity, inter-sector coordination team (comprising of staff from OCHA, UNHCR, UNDP and RCO) to support the delivery of the Lebanon Response Plan (LRP). The LRP is an integrated humanitarian and stabilization response plan co-led by the Government of Lebanon and the UN, with over 150 national and international partners. The objectives of the plan are: 1) Provide immediate assistance to vulnerable people to ensure their critical needs are met; 2) Enhance the protection of vulnerable people; 3) Support service provision through national systems, including national rapid response capacity; 4) Support Lebanonโ€™s economic, social and environmental stability. The plan is coordinated through 10 sectors, led by line ministries and coordinated by UN agencies and NGOs through sector working groups, at national and sub-national level: Food Security, Basic Assistance, Education, Health, Nutrition, Water & Sanitation, Protection, Social Stability, Livelihoods and Shelter. Inter-Sector Coordination Groups (ISCG) at the national and sub-national levels are led by UNHCR, UNDP and OCHA, with support from RCO. The Inter-Sector Coordination Group brings together sector focal points and mainstreaming leads to ensure effective cross-sectoral coordination of the response. The LRP is overseen by the LRP Steering Committee, co-chaired by the Prime Minister and the UN Resident Coordinator/Humanitarian Coordinator. Through the LRP response management, there is a strong emphasis on ensuring an integrated Monitoring & Evaluation framework, based on a broad evidence base, informed by quantitative and qualitative research as well as direct engagement with affected populations through LRP partners. Furthermore, mainstreaming protection, conflict sensitivity, gender and environment are key areas of focus within the response. Summary of Functions: โ€ข Coordinates monitoring and reporting of results across sectors under the Lebanon Response Plan (LRP); โ€ข Supports clear communication of results to target audiences, including through the development of an annual report or relevant communications for the LRP; โ€ข Provides support to the Inter-Sector Coordination Group (ISCG) and LRP partners to develop improved impact analysis; โ€ข Supports response planning for 2026 including the streamlining of results across response frameworks. โ€ข Supports with the preparation for LRP governance meetings to ensure overall accountability for the response. Qualifications/special skillsA Masters or equivalent degree in business or public administration, information management, statistics, sustainable development, social sciences, education or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five years of progressively responsible experience in providing strategic support to research and data initiatives, research and analysis, & monitoring, evaluation and learning in the context of humanitarian and development cooperation or related area is required Proven experience of achieving positive monitoring and evaluation outcomes is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English is required.
