PROJECT OVERVIEW
EpiC is a five-year global project funded by the U.S. Presidentโs Emergency Plan for AIDS Relief (PEPFAR) and the U.S Department of State (DoS). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95- 95 and promote self-reliant management of national HIV programs by improving HIV case- finding, prevention, treatment programming and viral load (VL) suppression among high- risk population and People living with HIV (PLHIV). In the Philippines, EpiC works in the Greater Metro Manila Area (Metro Manila, CALABARZON, Central Luzon) to address critical gaps and bottlenecks in the HIV response by expanding HIV case finding in the community, upscaling of prevention, and strengthening treatment initiation, adherence, and retention support for people living with HIV (PLHIV). Further, EpiC Philippines aims to build the capacity of local, community based organizations and works closely with the government of the Philippines to deliver HIV services tailored to the needs of the clients.
JOB SUMMARY
The Monitoring and Evaluation Associate will work closely with the EpiC HIV Monitoring and Evaluation Specialist to ensure timely completion and transmittal of the projectโs monitoring and evaluation (M&E) data. S/he will assist with the introduction of innovations including surveillance, M&E activities to the project activities; and in the development and dissemination of tools, materials, reports, papers, and intervention- linked research. The Monitoring and Evaluation Associate will provide support in the implementation of M&E systems and procedures per DoS guidelines, which include data collection, analysis, and reporting on key indicators (output, outcome, and impact) for the program. S/he will undertake activities to support reviews of programs and/or country M&E systems and strengthening actions likewise ensuring the utilization of HIV data at the facility level through different approaches.
KEY RESPONSIBILITIES
Assists in data collection and performs minimal data entry, with preparation and sorting of collected information and identifying templates that need to be entered.
Ensures accuracy of entered data and ensures consistency and alignment with the existing data by assisting on the conduct of data quality review and verification at the supported facilities and key partners.
Ensure the utilization of HIV information system and dashboards across supported facilities through capacity building of data analysis and conduct of regular M&E sessions at the facility level.
Works closely with the Senior Strategic Information Advisor and M&E Specialist through assistance with project monitoring and reporting; and provision of guidance and support to partners as needed.
Assists in the preparation of progress quarterly M&E reports and uploads all approved M&E relevant reports into the online systems as required.
Collaborates with Program Coordinators in site-level monitoring of project initiatives and accomplishments.
Travels when needed to coordinate, monitor, and/or participate in related activities.
Assists with project research activities, such as translation and transcription, as needed.
Contributes to presentations in MS Word, Excel, and/or PowerPoint formats.
Performs other related duties as assigned and agreed upon.
MINIMUM REQUIREMENTS
Working knowledge of concepts, practices, and procedures with providing program support for HIV activities/projects is desired.
Experience in program monitoring and evaluation, data collection, and data management of health-related data.
Knowledge and experience in M&E and USAID reporting requirements is desired.
Excellent interpersonal and teamwork skills.
Competent in using MS Office package (Word, Excel, and Power Point) and with experience using databases.
Preferably, but not required, familiar on using data analysis software (Stata, SPSS, Power BI).
Ability to analyze data, correct data errors and prepare reports.
Ability to work independently with minimal supervision and work with others effectively.
Prior experience in a non- governmental organization (NGO) preferred.
Fluency in English and local language.
WORKING CONDITIONS AND TRAVEL REQUIREMENTS
Site-level support (field office work).
Ability to travel domestically at least 80% (NCR, Central Luzon, CaLaBaRZon).
EDUCATION/EXPERIENCE
BA/BS in Social Sciences, Statistics, Information Technology, or any Allied Health/Medical degree.
Minimum 1-3 years of program monitoring experience, preferably (but not required) in health or HIV-related projects.
