ContextUNDP Programme of Assistance to the Palestinian People (PAPP) derives its mandate from United Nations General Assembly Resolution 33/147 of 20 December 1978 to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end. UNDP/PAPP places empowerment, resilience and sustainability at the center of its operation and focuses on three priority areas: the Gaza Strip, East Jerusalem and Area C of the West Bank, where the needs are the greatest. UNDP/PAPP is active in three thematic areas: governance and basic services; inclusive economic development; and management of natural resources. All these focus areas fall under the broader umbrella of transformative resilience which is centered around three concepts: ownership and leadership, self-reliance and cohesive identity. UNDP/PAPP is seeking a candidate to fill the position of Monitoring and Evaluation (M&E) Associate based in Ramallah. UNDP/PAPP operates in a highly dynamic and complex environment, requiring adaptive approaches to planning, monitoring, and reporting. Monitoring and Evaluation is a critical component of UNDPโs Results-Based Management (RBM) framework, ensuring that programmes and projects deliver measurable results and contribute to strategic objectives. A robust M&E system goes beyond compliance; it provides evidence-based insights to inform decision-making, enhance accountability, and strengthen programme design and implementation. This role will support the development and application of effective M&E tools and methodologies to improve performance, learning, and impact across UNDP interventions in the State of Palestine.
Task DescriptionUnder the guidance of the Portfolio Analyst and the direct supervision of the Project Manager. The candidate will provide support to initiatives in the field of sustainable use of natural resources and renewable energy, as well as the improvement of solid waste management in the Gaza Strip. The M&E Associate will undertake the following functions: 1. Plan, implement and follow up on M&E systems effectively. - Develop M&E plan based on the project Theory of Change and results framework. - Collect and compile baseline of and systematically track progress the different project outputs indicators. - Conduct regular monitoring activities of the project interventions in the project implementation sites as per the M&E plan and ad-hoc requests by the Environment team. - Design and implement post-completion M&E tools as per the M&E plan to measure the compliance and effects of UNDPโs interventions. - Document the M&E activities systematically and ensure capturing lessons learned, best practices, and challenges. - Share findings and results of the M&E activities regularly with the technical and programme teams to ensure compliance with standards and enhance learning. - Integrate protection and gender perspectives in all areas of work, to ensure equal participation of women, men, boys and girls, and people with disabilities in data collection processes. 2. Participate in field visits and data collection needs as per the UNDP Results Based Management Minimum standards and the information needs of the base. - Work with Result Based Management Team to ensure that the all M&E activities are result-oriented - Ensure that the projects are fully compliant with the corporate requirements including reporting, transparency, and other assessments. - Develop weekly and periodical work plans for the monitoring and evaluation field activities and tracking of project indicators. - Make the necessary arrangements before the field visits: study the area (secondary sources analysis, follow-up access with facilitation letters, arrange meetings and discussions with key informants/partners, etc.) - Follow up proactively with the technical team and make proper logistic arrangements for M&E activities. - Provide monitoring reports and suggest corrective measurements as needed based on the field visits and data collected. - Facilitate and prepare reports and documentation needed for external evaluation missions and help in completion of key actions and providing the necessary evidence. 3. Contribute to knowledge management and Utilize the feedback collected from the community to ensure that all activities are guided by accountability and cross-cutting themes - Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities; -Contribute to the development of capacity development tools, including training materials and packages; Act as a secretariate for the project Grievance Response Mechanism (GRM) - Monitor social and environmental impact of the project interventions and ensure compliance with the corporate social and environmental standards - Develop information materials for feedback mechanism. - Prepare regular monitoring reports including ongoing data analysis with the status of implementation progress. - Plan and implement surveys and Focus Group Discussions and other qualitative reports. - Development of assessment/survey reports. - Participate in the preparation of Indicators and support the integration of M&E in proposal writing. - Participate in preparing the M&E section in periodical and donor reports. - Perform any other duties as assigned by the Supervisor

Living conditions and remarksAs this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. A 6-month contract with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. A Volunteer Living Allowance (VLA) Of 6,220ILS is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as Exit allowance for satisfactory service.
