Background
The Accelerating a Just Energy Transition in Republic of Moldova Programme (Programme) aims to drive a comprehensive and systemic just energy transition in the Republic of Moldova, effectively addressing the root causes of the energy crisis. It strives to promote sustainable development and ensure equitable access to affordable, reliable, and sustainable energy for all individuals and communities in the country.
The Programme aims to achieve five key ambitions, co-designed with energy stakeholders:
- Accelerate Energy Diversification and Efficiency: By supporting the modernization of infrastructure, buildings, and the grid, the Programme aims to increase access to renewable energy sources, promote energy efficiency, and encourage investment in renewable energy and innovative technologies.
The Programme duration is envisaged between 2023- 2027.
The JET Portfolio is part of theย ย the Environment, Energy, and Climate Change (EECC) Cluster wich plays a central role in addressing Moldovaโs most pressing environmental, climate, and energy challenges. The Cluster works to unlock the potential of a green and inclusive economy by promoting systemic transformation through ambitious climate action, energy transition, and sustainable natural resource management. It aligns its work with national strategies and international commitments, including the European Green Deal, the Paris Agreement, Moldovaโs National Development Strategy โEuropean Moldova 2030โ and the National Integrated Energy and Climate Action Plan.ย
The EECC Cluster champions cutting-edge and locally relevant solutions such as renewable energy adoption, nature-based solutions, climate-resilient livelihoods, and circular economy approaches, aiming to strengthen ecosystem resilience, energy security, and community empowerment. It places strong emphasis on inclusive development, particularly focusing on empowering women, youth, and marginalized populations to actively participate in climate governance and benefit from the green transition.
The EECC Cluster and JET Portfolio leverage strategic partnerships, public-private collaboration, and financing to deliver scalable and transformative results. They contribute to the resilience of Moldovaโs people and institutions, while enhancing the countryโs energy security.ย ย
Duties and Responsibilities
The Monitoring and Evaluation Analyst plays a pivotal role in supporting the Just Energy Transition (JET) Portfolio and the Environment, Energy, and Climate Change (EECC) Cluster in delivering evidence-based, results-oriented programming. The Analyst ensures effective implementation of monitoring, evaluation, and accountability policies, while capturing lessons learned, good practices, and results to inform strategic planning and adaptive management.
The M&E Analyst contributes to the systematic monitoring of the JET Portfolio and EECC projects, and provides technical support to the evaluations across the Cluster. S/he ensures alignment with corporate requirements and reporting frameworks, including the UNDP Strategic Plan, the United Nations Sustainable Development Cooperation Framework (UNSDCF), and the UNDP Country Programme Document (CPD) and others by generating and inputting high-quality, gender-disaggregated data and evidence from the EECC portfolio into relevant corporate dashboards and reporting tools.
S/he works closely with project teams to ensure monitoring activities and evaluations are designed, scheduled, and executed according to plans, and that their findings and recommendations are integrated into programme improvement and decision-making processes. In addition, the M&E Analyst oversees and enhances the Clusterโs efforts on gender mainstreaming, ensuring that all gender-related outcomes, indicators, and commitments are effectively monitored, measured, and reported.
The M&E Analyst supports a culture of results, learning, and accountability within the JET and EECC teams, contributing to innovation, knowledge management, and continuous improvement across the portfolio.
The selectedย M&E Analystย is expected to collaborate also with the Development Results and Partnership Specialist of UNDP Moldova for effective planning of the M&E actions and their monitoring.ย
The M&E Analyst will perform following duties:
Ensures theย implementation ofย monitoring andย evaluation policies and strategies, focusing on the achievement of the following results:
Analyses of requirements and synthesis of proposals for the planning, preparation and management of specific JET and EECC Cluster evaluations and other types of evaluations; Inputs to the CO monitoring and evaluation work plan, analysis and proposals on ย EECC projects/programmes to be evaluated; Follows up on the updating of the Quantum Project Management Module including the Risk Frameworks and results indicators; Promotes monitoring and evaluation standards, project quality assurance/control and capacity development in the Cluster; Inputs to and updates of outreach/publicity material geared towards partners and donors; Contributes to the UNDAF/CPD periodic reviews; Supports the development and implementation of the SDGsย monitoring.Supportsย effective management ofย results-based monitoring andย evaluation processesย in the Country Office,ย focusing on the achievement of the following results:
Drafts/reviews Terms of Reference (TOR) for a specific Cluster project monitoring and evaluation missions and/or desk evaluations/reviews, participation in consultant and evaluation team selection, technical feedback on evaluations and budget oversight; Provides guidance on UNDP evaluation policies, procedures and practices to Cluster managers, ย concerned with assigned project evaluations and/or desk reviews, consultants and/or members of the evaluation team; Provides guidance at the design stage of EECC programmes/projects; Analyses and synthesises of proposals on areas evaluated, effectiveness and impact of the EECC programmes/projects; Drafts and reviews management responses to the evaluations; Follows up on the implementation of evaluation recommendations; Contributes to the data collection and evidence from the EECC Cluster for the completion of Results Oriented Annual Reports and other corporate reports; Contributes to the establishment of a statisticsย database.Ensuresย facilitation of knowledge management, building and knowledge sharing in the area of monitoring and evaluation, focusing on the achievement of the following results:
Manages the country officeโs common e-filing system and dashboards; Manages the JET Programme dashboards, including the PowerBIย dashboard, with the key achievements of the portfolio and lessons learned; Identifies and formulates lessons learned from evaluations and studies to be integrated into broader EO knowledge management efforts; Contributes to the implementation of the Evaluation Knowledge Management and Learning Strategy of the Country Office; Participates in results-oriented monitoring and evaluation training efforts in the Country Office; Designs and carries out training workshops for national counterparts; Participates as appropriate in quality assurance oversight processes to contribute to the strategic positioning of the EECC Cluster; Engages in professional growth through active learning; Contributes towards the development and implementation of the EECC Cluster prorgammes/projects ย Communication Strategy and Action Plan. Develops and conducts regular knowledge sharing and capacity building events, including sense-making sessions, community of practice meetings involving UNDP staff, partners, and external stakeholders. Provides support to the Programme Manager with developing and deliveringย the meetings of the portfolioโs Steering Committee Conduct periodic portfolio-level sensemaking workshopsย ย ย to surface system dynamics, critical uncertainties, and feedback loops.ย Translate complex portfolio data and experiences into accessible knowledge products (e.g., infographics, briefs, maps).Provides oversightย over the CO gender outcomes monitoring and reporting, focusing on the achievement of the following results:
Guides the implementation of the Country Office gender strategy monitoring and evaluation framework; Supports the Country Office Gender focal team in its mandate to achieve transformative results for gender; Ensures gender mainstreaming targets are appropriately set and monitored in the CPD, portfolios and projects; Supports training and awareness of gender mainstreaming for staff andย partners.Institutional Arrangement
The M&E Analyst will work under the direct supervision of the JET Programme Manager, and will ensure the provision of high-quality development services and products in line with the scope and strategic priorities of the EECC Cluster and the Just Energy Transition (JET) Portfolio. In delivering on the assigned responsibilities, the Analyst will apply a Human Rights-Based Approach (HRBA) and Gender Equality (GE) principles, ensuring inclusive and transformative results for national and local counterparts.
The Analyst will coordinate closely with Project Managers within the EECC Cluster and the JET Programme Manager, ensuring coherence and consistency in the monitoring, evaluation, accountability, and learning functions across the portfolio.
S/he will work in close collaboration with the Country Office (CO) teams to ensure effective achievement of results, proactively contributing to the resolution of complex portfolio-related issues, and ensuring timely and accurate information delivery for internal and external stakeholders.
The incumbent is expected to operate in full compliance with UNDPโs programming, financial, procurement, and administrative rules, regulations, policies, and strategies, and will contribute to the implementation of effective internal control systems to uphold the integrity and quality of project delivery.
