Org. Setting and ReportingThis position is located within the Office of Chief of Staff, Strategic Planning Unit of the United Nations Mission in South Sudan (UNMISS), Juba. Juba is classified in the \"E\" category and as a non-family duty station. The Mission Planning Officer will report to the Senior Mission Planning Officer. ResponsibilitiesWithin delegated authority, and under the guidance of the Senior Mission Planning Officer, the P-4 Mission Planning Officer will be responsible for performing the following duties: โ€ข Support UN senior management in developing, implementing, and monitoring strategies and planning documents, conducts analysis and formulate recommendations, to maximize the individual and collective impact of the UN's response in South Sudan, concentrating on mandated tasks and activities required to promote and consolidate peace, through a strategic partnership between the Mission and the UN country team. โ€ข Supports the revision of the Mission Plan, which, building on the vision of the SRSG, translates the mission mandated tasks into a form that fuses objectives and expected outcomes into a coherent whole, serving as an authoritative guide for the development and implementation of Mission component plans as needed. โ€ข Provides advice to Mission components in development of component-level plans to ensure coherence with the Mission's overall strategic direction and relevant plans and policies developed for UNMISS. โ€ข Provides advice to senior management and programme managers on strategic and operational planning policy, procedures and best practices, particularly the UN Policy on Integrated Assessment and Planning (IAP); provides recommendations on design of specific planning tools and mechanisms, in line with policy and best practice, to meet the needs of the Mission and partners. โ€ข As directed by the Mission leadership, designs and facilitates development of other strategies and plans required for implementation of the Mission's mandate. โ€ข With all relevant stakeholders, facilitates the development and implementation of a UN Integrated Strategic Framework for peace consolidation in the country, including a system for monitoring and evaluation of progress, by conducting conflict analysis and making suggestions on priorities and roles for the United Nations. โ€ข Through influence and consensus building, facilitates joint and integrated planning between Mission components and development and humanitarian partners in accordance with the IAP guidelines and senior management guidance. โ€ข Identifies and analyses potential issues for a common UN approach through policy, advocacy and/or programming efforts. โ€ข Develops and maintains productive partnerships with mission components, UN country team members, bilateral and multilateral partners and relevant government counterparts. โ€ข Requests, analyses and drafts inputs to the Mission Results-Based Budget framework and performance reports, and prepares inputs as required for audits, budget monitoring and performance reporting. Supports Resource Stewardship Management Boards. โ€ข Provides input to and supports the implementation of Enterprise Risk Management, Self- evaluations, Senior Management Compacts, and Programme Criticality. โ€ข Contribute to early transition planning in collaboration with the UN country team and other stakeholders in line with the Secretary-General's directive on transition. โ€ข Provides substantive and practical support to other planning activities, working groups, meetings and events, including contingency planning as and when required. โ€ข In conjunction with partners, supports the development, implementation and monitoring frameworks of progress in peacebuilding in the country as well as performance of the Mission, including through the implementation of the Comprehensive Performance Assessment System (CPAS). โ€ข Supports and facilitates collection and usage of data as it relates to and strengthen analysis as well as integrated reporting on planning processes and products, including CPAS. โ€ข Prepares background notes, options papers, code cables and input for reports of the Secretary-General as well as briefing notes and analytical papers for Senior Leadership. โ€ข Acts as the Officer in Charge of the Strategic Planning Unit, in the absence of the Senior Mission Planning Officer โ€ข Performs other duties as required CompetenciesPROFESSIONALISM: Takes initiative and consistently drives for high quality performance for self and team. Work ExperienceA minimum of seven (7) years of relevant, progressively responsible professional experience, including in political affairs, humanitarian affairs, economic and social development, strategic or operational planning, programme management, policy development at a strategic level and monitoring and evaluation, is required. Experience in facilitating and coordinating multi-stakeholder planning processes, in emergency, conflict or post-conflict settings is required. Field experience including at least one year of experience working in one of the above fields in a United Nations field operation, or similar multi-lateral or non-governmental organization in a conflict or post-conflict setting, is required. Experience in implementing relevant policies, procedures, methodologies and tools, including the Integrated Assessment and Planning policy, country or conflict analysis, results-based budgeting frameworks, risk management, or monitoring and evaluation is desirable. Experience working directly on UN field operation strategic planning processes is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
