Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The Military Liaison Officer, P-4 will coordinate day-to-day contact with local government, civilian administration, international and regional organizations and regional military leadership, and follows and reports on developments of military and civilian matters. The position is based in Port-au-Prince and is located in the Office of Chief Service Delivery, Mission Support. The Military Liaison Officer, P-4 will report to the Chief Mission Support Centre (P-5) or his designate. ResponsibilitiesWithin delegated authority, the Military Liaison Officer will be responsible for the following duties: • Liaises with the local government, civilian administration, international and regional organizations and regional military leadership, opposing forces and parties as required by the situation at the appropriate levels. • Participates in the development and maintenance of the liaison system in support of the mission. • Prepares policy, procedures, staff studies, orders, plans, reports, briefings and presentations on military issues. • Coordinates, as appropriate, military security assessments with the Senior Security Coordinator (UNSECOORD) • Coordinates and provides logistics support to ongoing air, land, sea, or rail operations in the area. • Identifies, mobilizes resources, implements and reports on special logistics operations. • Provides and coordinates logistics support to military, police, security and substantive components of the mission. EducationA graduate of a National Command and Staff College or National War/Defense College, which may be considered in lieu of first level/advanced university degree is required. Advanced university degree (Master's or equivalent) in public administration, international relations, security studies, defense, and military science, political or related area is highly desirable. A first level university degree with a combination of relevant academic qualifications may be accepted in lieu of advanced university degree. Job - Specific QualificationNot available. Work ExperienceA minimum of seven years of progressively responsible experience in military profession is required. Must be an active military service officer in the rank of Army Lieutenant Colonel or equivalent in other services; is required. Experience in logistics operations in support of a field operation (including peacekeeping operations, special political missions, agencies funds and programmes), or other similar international organization is required. Staff experience in the Ministry of Defense level or equivalent is desirable. Experience in the drafting and reviewing of SOPs, manuals, operational guidance, and reference documentation is desirable LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English and French are required. Spanish is desirable.
