The initiative intends to address the more severe socioeconomic circumstances that communities and migrants experience, especially considering the pandemic's negative effects on their access to and quality of health care within the public health system. The program specifically aims to improve the sustainability of the public health system's response to health challenges and migration in Tunisia, with an emphasis on the areas of Tunis, Sfax, and Zarzis.
The following major tasks will be carried out by the International Organization for Migration (IOM) using a multi-level and multi-sectoral approach:
๏ท Improving Health Literacy: The project will increase health literacy among migrants by holding information sessions and stressing the importance of social determinants of health, lifestyle choices, and the right to health.
๏ท Encouraging Community Mobilizers: \"Community mobilizers\" will receive training on how to lead discussions about social determinants of health in local areas, enabling people to interact with the public health system in a productive way.
๏ท Strengthening Service Providers: To improve accessibility to the public health system, improved coordination mechanisms between providers and local authorities will support training programs for diverse community service providers to provide services tailored to the needs of migrants.
๏ท Providing Immediate Health Services: To protect the right to health and enhance public health outcomes, immediate health services, such as harm reduction programming and services at a day clinic and remodelled rehabilitation center will be made available to communities and migrants.
๏ท To promote evidence-based policy creation and national planning, the initiative will also examine health and migration statistics. The results of the evaluation will be used by a working group to create plans for filling in the gaps and taking advantage of the opportunities. The use of evidence-based data on migrants' rights to health in policymaking procedures will be taught to policymakers.
Additionally, the initiative will create a more robust structure for cooperation between UN agencies and civil society groups (CSOs) to facilitate resource contributions and knowledge exchanges. All partners will have the tools necessary to create and carry out interventions that promote the implementation of migrants' rights to health through capacity-building initiatives.
1. Provide medical assistance for migrantโs beneficiaries accessing IOM medical services.
2. Coordinate medical referrals with relevant hospitals and medical facilities and closely follow up on the progress of the treatment/their medical condition of all cases.
3. Provide support for medical services for migrants in governmental health/medical facilities whenever requested.
4. Identify and advocate on special health needs for individuals/groups and liaise with relevant health actors/partners to facilitate the service provisions.
5. Contribute to strengthening and monitoring mechanisms for ensuring quality health services and identification of beneficiariesโ potential protection concerns for all vulnerable categories (children, pregnant and lactating women, beneficiaries with disabilities and elderly patients).
6. Undertake health needs assessments of the migrant population with attention to health determinants to assure provisions to meet those needs; maintain an on-going monitoring system to assure adequacy of such service provisions, including emergency response.
7. Highlight and ensure presentation of psychosocial needs, including protection issues to Migrant Assistance Service caseworkers for further follow up, in line with Standard Operating Procedures.
8. Monitor the completion of pre-departure medical checks for fitness to travel for migrants who are willing to return home voluntarily and coordinate all necessary medical procedures related to AVRR inclusive provision of medical escort for cases requiring medical assistance during travel.
9. Compile medical case reports and maintain case files for each beneficiary assisted while adhering to IOM data protection standards; and ensuring that all assistance to beneficiaries is recorded on the IOM Migrant Management & Operational System (MiMosa) and MHD Kobo tracker.
10. Conduct health promotion activities for migrantsโ and host communities based on the most common health elements affecting the migrants and address public health measures needed to maintain a healthy environment, in the form of outreach clinics and health events.
11. Liaise with Community leaders, Community Health and Outreach Worker networks in migrant dense communities to understand and remain up to date on migrant needs and health concern.
12. Coordinate the proper storage, maintenance and procurement of basic medical equipment and supplies for the IOM Migration Health Unit including Emergency Medical Kits, Medical Escorts Kits, and other medical items.
13. Regularly review services from a gender perspective and make recommendations to improve gender mainstreaming and gender sensitive services for all.
14. Assist Medical team in conducting of medical convoys and basic medical services provided in field level
15. Write, consolidate, and submit individual case reports, monthly progress reports on key project activities and statistical reports whenever requested.
16. Represent IOM in health sector meeting when required.
17. Perform such other duties as may be assigned.
Education:
1. University Degree in Medicine from an accredited institution with minimum five years of continuous clinical work experience
2. General medicine/Emergency medicine specialities is an advantage.
Experience:
1. Proven experience in community outreach and dialogue in addition to practical monitoring and evaluation experience
2. Fully proficient in Microsoft Office, Word, Excel, Internet, PowerPoint and Email.
3. Experience working in Emergency situations, with emergency cases.
Languages:
๏ท Fluency in French and Arabic is required.
๏ท Working knowledge of English is desirable.
