THE OPPORTUNITY
Plan International Ghana is seeking to recruit a highly experienced and results-oriented Monitoring, Evaluation and Learning (MEL) Specialist to support the implementation of the Automotive Service Excellence and Youth Empowerment Project. The role will provide technical leadership in ensuring project performance, accountability, evidence generation, learning, and adaptive management.
ABOUT YOU
The MEL Specialist is responsible for leading the design, implementation, and management of a robust Monitoring, Evaluation and Learning system to track progress, assess outcomes, and generate evidence to inform decision-making. The role supports the delivery of high-quality TVET interventions through the establishment of advanced mobility and digital technology training environments, while strengthening employment and entrepreneurship outcomes for vulnerable youth in the automotive sector.
The position requires strong analytical capability, deep MEL expertise, and experience working on complex, donor-funded development projects, with the ability to translate data into actionable insights that improve programme effectiveness and impact.
ACCOUNTABILITIES
The MEL Specialist will be responsible for the following:
Project Performance Monitoring and Accountability Design and Implementation of MEL Systems and MIS Impact Assessment and Evidence Generation Learning, Knowledge Management and Adaptive Management Capacity Building and Partner Support in MEL Stakeholder Reporting and Data Quality Assurance Alignment with Plan International MERL Standards and Frameworks
TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Education and Experience
Degree in Statistics, Measurement, Planning, Monitoring and Evaluation, Development Research, or a related field Minimum of 7 yearsโ experience in monitoring, evaluation, learning, and research for complex development programmes Proven experience designing and implementing MEL systems, including Management Information Systems (MIS) Demonstrated experience managing MEL components of large, donor-funded projects (e.g. KOICA, USAID, EU, DFID, GAC)Technical Skills
Strong quantitative and qualitative research and evaluation skills Expertise in indicator development, data collection tools, statistical analysis, and validation Strong data management and reporting skills, including use of Excel and statistical software (e.g. SPSS) Solid report writing and presentation skillsSoft Skills
Strong analytical, problem-solving, and decision-making abilities Proven capacity-building, coaching, and facilitation skills Excellent communication and stakeholder engagement skills Ability to manage multiple priorities and meet tight deadlines High level of integrity, initiative, and adaptability
PHYSICAL ENVIRONMENT
The role operates within a typical office environment and requires regular engagement with internal teams, implementing partners, government institutions, and sector stakeholders. Travel of up to 40% may be required for field monitoring, learning events, and stakeholder engagement.
LEVEL OF CONTACT WITH CHILDREN
Low contact โ the role does not require frequent interaction with children. Any occasional contact must ensure that children are protected at all times in line with Plan International safeguarding standards.
