Background:


The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities.

OSCE field operations are the front line of the OSCEโ€™s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization's longest-serving field operation working on social cohesion, fundamental rights, gender equality, the rule of law, good governance, integrity and anticorruption, criminal justice and police reform.

The Media Officer, located in the Office of Political Affairs and Communications (OPAC), within the Office of the Head of Mission, plays a central role in enhancing the Missionโ€™s media and public relations efforts, supporting communication planning and implementation across the Missionโ€™s programmatic areas and ExB project work, and contributing to the Missionโ€™s broader Communication and Advocacy strategies. The role is critical to strengthening the visibility and outreach of the Missionโ€™s work in line with OSCE values and commitments.

This is an extra-budgetary (ExB) position, with contract duration of one year, with possible extension subject to the availability of extra-budgetary funding.

Tasks and Responsibilities:

Under the overall guidance and supervision of the Head, Office of Political Affairs and Communications and the direct supervision of the Deputy Head, Office of Political Affairs and Communications, the Media Officer provides strategic and operational communication support for the Mission, with a particular focus on the Missionโ€™s Extra-Budgetary (ExB) projects. More specifically, functions will entail:

Enhancing the visibility and public perception of the OSCE Missionโ€™s mandate and results, with a particular focus on Extra-Budgetary (ExB) projects; developing and implementing strategic communications for the Missionโ€™s ExB portfolio - especially the Small Arms and Light Weapons (SALW) project - ensuring that donors, stakeholders, and the wider public understand and appreciate the Missionโ€™s impact; this includes translating complex project outcomes into compelling narratives and multimedia content, often under tight deadlines, while ensuring alignment with OSCE-wide messaging and visibility guidelines. Leading content development for cross-platform communications tailored to national and international audiences; creating, editing, and adapting a wide range of content, including social media posts, speeches, press releases, feature stories, and talking points, for use across the Missionโ€™s communication channels; ensuring all materials meet high editorial standards, resonate with diverse audiences, and reflect the Missionโ€™s values and priorities, collaborating closely with programmatic staff, project managers, and external partners. Providing expert guidance to project teams on integrating communication components into ExB design and reporting; working collaboratively with programmatic staff, advising on the development of communication plans for ExB proposals and ensuring timely and high-quality reporting to donors. Providing targeted input on project fact sheets, branding approaches, outreach activities, and visibility materials, while also reviewing and editing progress reports for accuracy, clarity, and strategic alignment. Strengthening institutional coordination on communications across the Mission's Units with external stakeholders; serving as the Missionโ€™s focal point for communication with local media, donor representatives, implementing partners, the OSCE Secretariat, and the OSCE CiOโ€™s media teams. Ensuring consistency in messaging and aligning communications efforts among stakeholders, and facilitating the coordination of joint campaigns and outreach activities, including public events and advocacy initiatives. Driving innovation in the Missionโ€™s digital outreach and online presence; managing the Missionโ€™s social media presence and contributing to maintaining its website, ensuring regular, engaging, and impactful digital content that amplifies Mission achievements; monitoring public sentiment and online trends, using data to adjust communications approaches and increase audience engagement. In collaboration with the Secretariatโ€™s Communication and Media Relations Section, ensuring coherence with broader OSCE digital strategies.

Necessary Qualifications:

International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located. First-level university degree in journalism, communications, multimedia, political science, international affairs, or another related field; A minimum of four years (two years with a relevant second-level degree) of progressively responsible professional experience in communications (including social media, multimedia and website management), preferably in an international organization, non-governmental organization (NGO) or as a journalist, combined with several years of experience with writing, editing and production of communications material; Demonstrated experience working in or with the media or in public relations, particularly in gathering, organizing, editing and disseminating information; Demonstrated experience using political judgement and analytical skills and established competence to convincingly present the activities and achievements of the Organization to external audiences; Knowledge of different aspects of public information, communication and advocacy, as well as experience in development of communication strategies; Experience in developing and leading country-wide public information campaigns, including impactful offline and online outreach with social media in focus; Excellent oral and written communication skills in English, with proven ability to prepare news-related documents, social media posts, press releases, statements, speeches, feature stories, factsheets, and analytical reports in a clear, understandable and concise way; knowledge of another OSCE official language is desirable; Computer literate with practical experience with Microsoft applications and familiarity with information technology, including Internet, Intranet, digital photography and video; Flexibility and ability to work under pressure and within limited timeframe; Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, gender diversity and varying political views, while maintaining impartiality and objectivity; Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package:

Monthly remuneration subject to social security deductions is about USD 4,596.92, to which Board and Lodging Allowance applicable at the duty station
is added, currently at EUR 123.00 per day. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment
